Design Services For Shoreline Stabilisation Works

Telescope (Little Bay) has been impacted significantly by the direct and indirect effects of climate change, which has affected the community’s quality of life, and their earning ability. Vulnerability assessments completed for the area revealed that a significant portion of persons living in the Grenville Bay Area (GBA), most of whom live along the coast, have high exposure, social sensitivity, and low adaptive capacity to the impacts of climate change.

Sand mined from Telescope was the main source of sand supply to the local construction industry. Due to the consequential environmental devastation, including coastal erosion and habitat loss, the Government of Grenada banned all beach sand mining as of 1 January 2009. This is further exacerbated by years of significant decline in the condition of the fringing coral reef system. The reef is the coast’s first line of defence, intercepting waves and reducing their erosive impacts on nearby shorelines. Its degradation is evidenced by a substantial decrease in the height of the reef crest, where most wave energy is dissipated, and a significant reduction in live coral cover, which impedes natural reef regeneration and growth. This decline of the coral reef’s health has left residents grappling with a decrease in marine biodiversity within the bay and exposed them to the local impacts of climate change vis a vis increased coastal flooding and severe coastal erosion.

Shorelines are also retreating by approximately 65 cm each year in some areas, with sediment from erosion affecting the nearshore seagrass beds and adjacent coral reefs. In addition, runoff from agriculture and inadequate drainage from informal settlers have further worsened the issues faced. Little Bay was once the prime recreational area for St Andrew and surrounding parishes, but coastal erosion and loss of beach have all but eliminated the ability of people to enjoy past benefits. This loss of coastline threatens lives, homes, and critical infrastructure. Residents have unsuccessfully attempted rudimentary solutions to abate these threats and safeguard their homes and livelihoods. The project, “Telescope’s Living Shoreline (TLS)” will be implemented in Telescope, on the shores of Little Bay, within the Grenville Bay Area (GBA).

WINDREF now invites interested firms to submit Proposals to provide design and construction supervision services for shoreline stabilisation works within the project community. The services are expected to be delivered over a period of 32 weeks. The bidding process is conducted according to the procedures specified in the Caribbean Biodiversity Fund (CBF) Implementing Agency Procurement Guidelines using the Quality Cost Based Selection (QCBS) method.

Bidders shall only have the option of submitting proposals electronically. Interested bidders may request a copy of the full Request for Proposals (RFP) by sending an email to [email protected] and [email protected]. The subject line of the email must include the RFP No. TLS/QCBS/CS/03. Further information and/or clarification can be sought from, and proposals submitted to, the same email addresses above. The deadline for submission of proposals is 3 pm on 12 January 2026.

Technical Proposals will be opened virtually at 3:15 pm on 12 January 2026, in the presence of bidders or their representatives who choose to attend an online meeting established for that purpose. An invitation to that meeting will be issued on receipt of each bid. WINDREF reserves the right to accept or reject any bid, and to annul the process and reject all bids, at any time prior to award of contract, without thereby incurring any liability to the affected prospective bidder(s) or any obligation to inform the affected prospective bidder(s) of the grounds for WINDREF’s action. WINDREF will not defray any costs incurred by any bidder in the preparation of bids.
