1. Background
The Government of Grenada, with support from the World Bank, is implementing the OECS Data for Decision Making (DDM) Project to improve the institutional environment for the production, dissemination, and use of data and official statistics across participating OECS Member States.
The Grenada component of the OECS DDM Project is implemented by the Central Statistical Office (CSO) and focuses on strengthening the legislative, strategic, organisational, and technical environment for the production of high-quality economic, social, and environmental statistics.
As part of this initiative, the CSO seeks to strengthen the country’s statistical infrastructure for the production and integration of macroeconomic, business, and trade statistics in line with evolving international standards, including the System of National Accounts (SNA) 2025 and the International Standard Industrial Classification (ISIC) Revision 5.
To support this process, the CSO now invites eligible consulting firms to express their interest in providing technical assistance services to improve the coverage and quality of economic statistics in Grenada.
2. Objective of the Assignment
The objective of this consultancy is to support the CSO in improving current practices for producing macroeconomic and business statistics while preparing for the implementation of updated international standards and frameworks.
Specifically, the assignment aims to:
- Strengthen and maintain an up-to-date Statistical Business Register (SBR)
- Improve consistency in the use of international classifications, concepts, and methodologies across data producers
- Develop a phased roadmap for implementing SNA 2025 and ISIC 5
- Strengthen integration between macroeconomic, business, and trade statistics
3. Scope of Services
The selected consulting firm will support the CSO in strengthening the statistical infrastructure required for the compilation and integration of economic statistics.
The assignment includes, but is not limited to, the following activities:
A. National Accounts Statistics
- Assess Grenada’s readiness for implementation of SNA 2025
- Review current national accounts compilation practices
- Assess institutional arrangements, data sources, classifications, and metadata
- Develop an SNA 2025 Implementation Roadmap
- Facilitate stakeholder consultations and technical discussions
B. ISIC Review and Migration
- Review current use of ISIC across administrative data producers
- Assess classification practices among institutions, including IRD, NIS, CAIPO, ECCB, and other MDAs
- Facilitate consultations and sensitisation workshops
- Develop an ISIC 5 Migration Plan
- Recommend measures to support harmonised classification practices and maintenance of the Statistical Business Register
C. Integration of Business and Trade Statistics
- Review applicable international standards and manuals for business and trade statistics
- Develop a framework for integrating business and trade statistics
- Prepare a Business and Trade Statistics Toolkit
- Facilitate workshops and technical guidance sessions
D. Capacity Building and Reporting
- Conduct stakeholder consultations and training workshops
- Develop technical reports, implementation plans, and guidance documents
- Provide recommendations for improving statistical infrastructure and data quality systems

The Consultant will be required to deliver:
- Inception Report and Work Plan
- Report on Grenada’s Readiness to Implement SNA 2025
- SNA 2025 Implementation Roadmap
- SNA 2025 Stakeholder Consultation Report
- Report on the Use of ISIC
- ISIC 5 Migration Plan
- ISIC Training and Sensitisation Workshop Report
- Business and Trade Statistics Toolkit
- Integrating Business and Trade Workshop Report
- Final Summary Report
5. Qualifications and Experience
Interested consulting firms should demonstrate:
- Proven experience in macroeconomic statistics, national accounts, business statistics, and trade statistics
- Demonstrated experience with Statistical Business Registers (SBR)
- Experience applying international statistical standards, including SNA, ISIC, CPC, SEEA, and related frameworks
- Experience supporting implementation planning, readiness assessments, and migration strategies for international statistical standards
- Experience conducting stakeholder consultations and facilitating technical workshops
- Familiarity with the statistical systems and institutional environment within the OECS and Caricom regions
The consulting team should include qualified experts in:
- National Accounts Statistics
- ISIC and classification systems
- Business and trade statistics
6. Selection Method
Selection will be carried out in accordance with the World Bank Procurement Regulations for IPF Borrowers (February 2025), using the Quality and Cost-Based Selection (QCBS) method.
7. Duration and Location
- Duration: 6 months
- Location: Home-based with occasional travel to Grenada as required
