Legal Advisory Services for Cross-Sectoral Mainstreaming of Climate Resilience into Policies, Plans and Regulations of Water-Related Sectors
The scope of this service contract is determined by the Climate-Resilient Water Sector in Grenada (G-CREWS) Project, which is jointly implemented by the Grenadian Ministry of Infrastructure Development, Public Utilities, Energy, Transport and Implementation and the German International Development Corporation (GIZ). The G-CREWS project is co-funded by the Green Climate Fund and Germany’s Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU).
The project supports the integration of climate-resilience into Grenada’s water sector governance by establishing a dedicated Water Resource Management Unit (WRMU), based on the outcome of the drafted Water Policy, and by mainstreaming climate resilience in water sector related policies, plans and regulations. That will ensure sound and climate-responsive regulation of water resource management and will eventually lead to a strengthened institutional and regulatory system for climate-responsive planning and development.
The purpose of this ‘expression of interest’ is to hire qualified legal consultants to prepare and submit legal documents and support the activities under the project, which will include:
- The implementation of regulations and policies to make rainwater harvesting (RWH) mandatory for new and existing buildings considering certain conditions and storage requirements
- The phasing down of inefficient water devices through collaboration with suppliers; sensitisation of users; education and training of plumbers and installers, and through incentives and regulations by the government
- The establishment of a dedicated Water Resource Management Unit (WRMU), based on the outcome of the Water Policy, and by mainstreaming climate resilience in water sector-related policies, plans and regulations. That will ensure sound and climate-responsive regulation of water resource management and will eventually lead to a strengthened institutional and regulatory system for climate-responsive planning and development
GIZ now requests eligible bidders to submit their ‘expression of interest’ for providing these services. Interested companies must provide expressive information demonstrating that they have the required qualifications and relevant experience to perform the services, namely the provision of two experts.
Interested parties are invited to submit the following documents to complete their expression of interest:
- Company details, including full (company) name, full address, phone and email, including certificate of business registration or incorporation
- 2 years’ operating as a registered law firm or member of the Bar Association or legal fraternity. (some evidence must be provided)
- Experience with Caribbean culture and law
- Regional experience in Caribbean
- Experience of development projects, at least 50% ODA-financed. (some evidence must be provided)
- Company profile
- Reference projects in the technical field (some evidence must be provided)
- Reference project in Caribbean (some evidence must be provided)
- Average annual turnover for the last 3 years (some evidence must be provided)
- Average number of employees and managers for the past 3 calendar years. (Some evidence must be provided)
