The Project Implementation Unit (PIU) of the OECS Skills and Innovation Project (SKIP), Grenada, welcomed a World Bank Implementation Support Mission on Monday, 27 April, as part of ongoing efforts to review project progress, strengthen implementation readiness, and support the achievement of key milestones.
Held at the Greenery Room of the Radisson Grenada Beach Resort, the sessions focused on reviewing progress across the project’s main components, discussing the Annual Action Plan and budget, fiduciary and procurement matters, financial management, and environmental and social considerations.
The mission brought together representatives from the ministries of Education, Finance, the Ministry of Economic Development, Planning, Agriculture and Lands, Forestry, Marine Resources, and Cooperatives; and the Ministry of Mobilisation, Implementation and Transformation. Representatives from the project’s beneficiaries, post-secondary institutions T A Marryshow Community College (TAMCC), and New Life Organisation (NEWLO), also participated in the discussions.
The Ministry of Education was represented by Permanent Secretary Elvis Morain, who joined government officials, project specialists, institutional partners, and World Bank representatives in reviewing progress, identifying challenges, and aligning next steps. The World Bank team, led by Senior Economist Victoria Levin, included specialists in education, innovation, fiduciary management, procurement, and environmental and social risk management. Discussions provided technical guidance to support continued implementation and helped strengthen coordination among the institutions and partners involved in the project.
Sessions also highlighted the importance of innovation, collaboration, and stronger linkages among post-secondary institutions, students, entrepreneurs, and the private sector. These areas are central to OECS SKIP’s objective of enhancing youth skills, strengthening regional collaboration in post-secondary education, and fostering collaborative innovation.
As part of the day’s activities, a Memorandum of Understanding was signed under OECS SKIP between the Ministry of Education and the Grenada National Training Agency. The agreement is expected to support stronger collaboration in skills development and contribute to youth employability, resilience, and inclusion across Grenada.
The morning and afternoon discussions helped clarify implementation priorities, review ongoing activities, and identify practical next steps. These include advancing planned consultancies, strengthening stakeholder engagement, confirming feasible timelines, and maintaining close coordination among the PIU, government partners, participating institutions, and the World Bank.
Through continued collaboration, OECS SKIP Grenada remains focused on supporting stronger pathways for young people, post-secondary institutions, and innovation-driven development in Grenada.
