Phase 1 of Land Tenure Regularisation Programme nearing completion

The Ministry of Agriculture, Lands, Forestry, and Marine Resources is dedicated to fulfilling its mandate to provide title deeds or a legal pathway to ownership for individuals who have occupied Crown lands for more than 10 years.

This initiative is part of its Land Tenure Regularisation Programme, which ensures that eligible occupants can secure ownership of the land they occupy.

As announced in May 2024, the regularisation process will be conducted in 3 distinct phases, with phase 1 nearing completion. This phase identified a total of 522 accounts. To date, more than 10,000 paper-based records have been uploaded to a new, computerised system.

The Land Tenure Regularisation programme can now report that it is making steady progress towards issuing the first set of titles for occupiers of crown lands within Phase 1 of the programme.

The following process has been completed:

  • Received cabinet approval for the allotment of parcels of crown lands to 108 individuals
  • Identified usable survey plans within the Lands and Surveys Department or contracted surveyors to undertake surveys and draft plans for over 100 people who are awaiting survey plans for the preparation of the title deeds
  • Contracted the services of 3 private lawyers to expedite the preparation of deeds of titles for review by the Attorney General’s Chambers and signature by Her Excellency the Governor-General
  • Made recommendations to Cabinet and is working with the Housing Authority of Grenada to regularise the tenure of the residents of La Calome, St David
  • Obtained approval for the occupiers of the crown allotment of lands in Berrot, St David

In moving the process forward, Land Tenure Regularisation field officers will, in the next few weeks, contact persons to advise on the next steps to finalise the preparation and handover of the title deeds, which will complete Phase 1 of the project.

In keeping with the existing process for the registration of a title deed at the Supreme Court Registry, all outstanding property taxes are to be paid, and the receipt should be stamped.

The Land Tenure Regularisation Programme is urging all persons who have completed payment for lands allotted to them by the Government and who have not been issued a title deed and have not yet been contacted by field officers to contact the office via telephone on 440-2708.

The programme will now move into Phase 2, and additional details will be provided, along with a comprehensive listing of all existing crown land settlements.
