Canada said that removing or instituting visa requirements on the citizens of any State is made after close monitoring and careful review of key criteria that include human rights, bilateral relations, and the overall profile of the country.
“Canada’s visa policy decisions are made on a country-by-country basis in an effort to support travel and tourism while protecting the safety of Canadians. Changes to visa requirements are supported by close monitoring and careful review of key criteria. These criteria include the overall profile of the country, immigration history with Canada, travel documents, security, human rights, and bilateral relations (such as opportunities to increase people-to-people ties, and benefits to the Canadian economy,” was the response from Immigration, Refugees and Citizenship (IRC) Canada when asked to explain the exclusion of Grenada as one of the latest 13 countries to the electronic Travel Authorisation (eTA) programme.
Travellers seeking air entry clearance through the eTA programme should either hold a Canadian visa in the last 10 years or currently hold a valid United States non-immigrant visa.

Grenada was not included in the eTA programme but instead was placed in the CAN+ programme, which expedites visa processing for experienced travellers from a number of countries, including China, Mexico, and India, with visas issued within a few days and a high approval rate. These applicants normally have to demonstrate that they have previously travelled to Canada or the US in the last 10 years, and often do not need to provide proof of financial support.
A first-time traveller to Canada will still have to get a visa from the relevant Canadian authorities responsible for that State.
Unless you are incredibly naive, Canada is a strong supporter of the Ukraine and enacted economic sanctions on Russia and Belarus. Considering the number of new CBI approvals from these two countries and Canada’s stance on these two countries, why would you not expect this? Why has Grenada put itself into such a position? The big question is whether the US and the EU will follow suit.
