In light of recent and continued statements by the Prime Minister of Grenada with regard to the contractual performance by Consolidated Contractors Company Caribbean Inc (CCCCI) and/or its ability to competently carry out its contractual obligations with the Government of Grenada and/or its subcontractors, CCCCI presents this statement of facts in order to set the record straight:
- The availability and supply of asphalt
CCCCI is the sole provider of asphalt in Grenada.
CCCCI has always provided asphalt in accordance with its contractual obligations regarding time, quantity, and cost, whether to the Government of Grenada, its subcontractors, agents, or other third-party contractors.
- The availability and supply of aggregate
CCCCI is the sole provider of aggregate for road construction and paving. This aggregate is supplied from the Mount Hartman Quarry, which is operated by CCCCI.
CCCCI has always provided aggregate in accordance with its contractual obligations as to time, quantity, and cost, whether to the Government of Grenada, its subcontractors, agents, or other third-party contractors.
- Moliniere Road Project
CCCCI was contracted by the main contractor, Rayneau, to pave with asphalt the approaches to the new concrete section of the Moliniere Road, on a base prepared by Rayneau.
The contract required two layers of asphalt over the base as prepared by Rayneau, with payment for each layer being contractually due in advance.
CCCCI did not complete the second layer due to non-payment of the contractually due sum.
In the circumstances, the road surface is not up to the design standard, but this is a result of the inability to apply the second layer of asphalt in accordance with our contract as set out above and also due to Rayneau preparing a substandard base layer.
- Outstanding payments by the Government — Cliff Road Project
The Government has failed to meet its contractual payment obligations to CCCCI, and with 90% of the job completed, CCCCI has received only about 25% of the sums contractually due.
CCCCI, as a local company, continues in good faith and with the interest of the Grenadian people at heart, has continued to carry out the project despite this lack of payment.
The project cost is $16.5 million, and out of that, CCCCI has received approximately $4 million.
- Outstanding payments by the Government — True Blue Road Project
CCCCI completed this project in 2024, in accordance with the terms of its contract with the Government of Grenada.
Approximately 30% of the amount due to CCCCI is outstanding by the Government. The approximate sum due is $1.5 million.
- Outstanding payments by the Government — hot mix supply
CCCCI estimates that the Government is indebted to it in the sum of approximately $3.5 million for the year 2025.
- In consideration of CCCCI being awarded 3 contracts, namely, two for River Road and one for the Cliff, the Government requested, and CCCCI agreed, to a discount on the Cliff Road Project, with CCCCI expecting, as agreed, the River Road Projects to be awarded.
In accordance with this agreement, the Cliff Road Project price was subsequently reduced by approximately $3 million, but the Government has yet to award the River Road Projects to CCCCI in accordance with the agreement.
