Assignment Title: Consultancy to Prepare the Comparative Assessment Report on the Impact of the New Labour Force Survey Instrument on Key Labour Market Indicators

Duration: Approximately 3 months


1. Background

The Government of Grenada, through the Ministry of Mobilisation, Implementation and Transformation, is implementing the OECS Data for Decision Making (DDM) Project with financing from the World Bank. The Project seeks to strengthen the institutional environment for producing, disseminating, and using official statistics across participating OECS Member States.

As part of its statistical modernisation agenda, the Central Statistical Office (CSO) recently introduced a revised Labour Force Survey (LFS) instrument aimed at improving the measurement of labour market conditions and aligning national labour statistics with current international standards and recommendations.

Given the importance of labour market statistics for evidence-based policy formulation and monitoring, the CSO intends to undertake a comparative assessment to evaluate the impact of the revised Labour Force Survey instrument on key labour market indicators and determine the implications for historical comparability, data interpretation, and future statistical reporting.

The Central Statistical Office, therefore, invites eligible Individual Consultants to express their interest in providing consultancy services to undertake this assessment.

2. Objective of the Assignment

The objective of this consultancy is to assess the impact of the revised Labour Force Survey instrument on key labour market indicators and provide evidence-based recommendations on the interpretation, communication, and future use of labour market statistics derived from the revised methodology.

3. Scope of Services

The Consultant will work under the supervision of the Director of Statistics and in close collaboration with the OECS DDM Project Implementation Unit.

The assignment will include, but not be limited to, the following:

  • Review the previous and revised Labour Force Survey instruments and methodologies
  • Assess changes in concepts, definitions, classifications, questionnaire design, and survey implementation procedures
  • Analyse the impact of the revised instrument on key labour market indicators, including employment, unemployment, labour force participation, underemployment, and related measures
  • Evaluate the comparability of historical labour market series and identify any methodological breaks
  • Prepare recommendations regarding the interpretation, presentation, and dissemination of labour market statistics under the revised survey framework
  • Present findings to the CSO and key stakeholders
  • Facilitate a knowledge-sharing session to support understanding and application of the assessment findings

4. Deliverables

The consultant will be required to deliver:

  1. Inception Note
  2. Draft Comparative Assessment Report
  3. Presentation of Draft Findings
  4. Final Comparative Assessment Report
  5. Knowledge-Sharing Session and Training Materials

5. Qualifications and Experience

Interested Consultants should possess:

  • Master’s degree in statistics, economics, demography, labour economics, survey methodology, or a related field
  • At least 7 years of relevant professional experience in labour force statistics, household surveys, official statistics, or related analytical work; including demonstrated experience in the analysis and interpretation of labour force survey data and familiarity with ILO concepts and labour market indicators
  • Proven experience in preparing analytical or assessment reports of a similar nature and complexity
  • Demonstrated ability to analyse quantitative data using relevant statistical software and to communicate technical findings clearly in written and oral English
  • Experience facilitating technical presentations, workshops, or knowledge-sharing sessions for official statistics stakeholders would be an asset
  • Experience working with Caribbean, small-island, or regional statistical systems would be an asset, particularly in relation to labour force survey modernisation, household survey implementation, or the production and analysis of official labour market statistics

6. Selection Method

Selection will be carried out in accordance with the World Bank Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025, using the Open Competitive Selection of Individual Consultants method.

7. Duration and Location

Duration: Approximately 14 weeks

Location: Central Statistical Office (CSO), Grenada

The assignment may be undertaken through a combination of remote and in-country support, as agreed with the client.
