The Parliament of Grenada has passed the Partnership Initiative for Sustainable Land Management (PISLM) for Caribbean Small Island Developing States (CSIDS) Bill, 2025, marking a major step forward in regional efforts to combat land degradation, strengthen climate resilience, and promote sustainable agriculture.

The bill, tabled by the Leader of Government Business Honourable Phillip Telesford on Tuesday, 4 November 2025, formalises Grenada’s ratification of the regional agreement establishing the PISLM Secretariat, which will coordinate science-based, climate-smart land management strategies for Caribbean Small Island Developing States (CSIDS).

Championing the bill in the parliament, Minister for Climate Resilience, the Environment and Renewable Energy Hon. Kerryne James explained that it reflects, “Grenada’s continued leadership within Caricom and the Alliance of Small Island States (AOSIS) in addressing the existential threats of climate change through homegrown, evidence-based institutions.”

The PISLM for CSIDS is the only indigenous intergovernmental organisation with a mandate to help Caribbean SIDS meet their obligations under the UNCCD and land and soil areas of the Barbados Programme of Action (BPOA). Honourable Kerryne James further expressed that under the new framework, Grenada will work closely with regional and international partners such as the Green Climate Fund (GCF), Global Environment Facility (GEF) and IFAD to strengthen institutional capacity and support training for over 100 local farmers, wardens, and extension officers in integrated sustainable land management practices. The initiative aims to restore at least 300 hectares of degraded land while improving food security and rural livelihoods. James described PISLM as an initiative that provides a platform to transform vulnerability into opportunity through partnership, oversight, and collective will.

“By supporting this bill, Mr Speaker, we are not merely hosting an institution — we are hosting hope. Hope for sustainable agriculture; Hope for climate-smart livelihoods. And hope for a Caribbean region that manages its land wisely and secures its future with resilience and dignity,” she added.

The Partnership Initiative for Sustainable Land Management joins with the region in celebrating this momentous occasion, as it places on record its gratitude to the government and people of Grenada, Carriacou and Petite Martinique for their continued support.
