The legislative plan for the 2025/2026 parliamentary year for Grenada’s government will see, among other things, amendments to the Education Act; Repealing and replacing the Fisheries Act; amendments to the Forestry Act to include, inter alia, Climate Change considerations; Amendments to the Banking Act and the Labour Code.
This was disclosed by Governor-General Dame Cecile La Grenade when she presented the traditional Throne Speech for the ceremonial opening of the 4th Session of the 11th Parliament on Friday, 12 September 2025.
Addressing the joint sitting of the Lower and Upper Houses of Parliament, she told the members, without elaborating, that the legislative priorities for the new Parliamentary Session include a further amendment to the Education Act to incorporate provisions for school safety and climate resilience.
In the area of sustainable and climate resilience, she said that over the past year, the Government has taken bold and deliberate steps to accelerate Grenada’s transition to a sustainable and climate-resilient future, and the Government’s priority for 2026 will be accelerating geothermal and solar expansive initiatives.
“We have mobilised hundreds of millions of dollars in grants and concessional financing, laying the foundation for transformative renewable energy projects. We have strengthened our legislative and institutional frameworks to ensure long-term resilience, and we are building a future where clean energy powers development, protects our environment, and enhances the quality of life of our people,” said the Governor-General. “Looking ahead to 2026, the ministry will accelerate geothermal development, expand the Solar for All Initiative, implement the Climate Change Policy, and update our Biodiversity Strategy and Ecosystem Assessment,” she said while informing members that Government has an ambitious legislative agenda that will strengthen Grenada’s environmental governance, build resilience, and secure a sustainable future for all.
Initiatives under that climate change and climate resilience agenda will include Parliament’s approval of The Environment Bill, The Energy Efficiency and Renewable Energy Bills, and updating the regulations under the Montreal Protocol.
As it pertains to repealing and replacing the Fisheries Act, and amendments to the Forestry Act to include inter alia Climate Change considerations, the Governor-General said that the Government will take decisive steps to address legal and other deficiencies regarding the US seafood export restrictions that face our nation and other countries early next year.
In the new session of Parliament, priorities will also include expanding sustainable tourism, launching the TAMCC Associate Degree in Cultural and Creative Industries, advancing policy and legislative reforms and completing the Priory Building renovation on Church Street, St George’s. “Legislative priorities for this parliamentary cycle include introducing Creative and Cultural Industries legislation to strengthen sector governance; and streamlining the acts governing cultural entities such as the Cultural Foundation, Spicemas, and the National Museum,” she told the members.
Other Legislative Priorities in the coming months will be amendments to the Banking Act to promote responsible financial conduct and enhance consumer protection, including regulation of fees and charges. Amendment to the Age of Civil Legal Responsibility Act and Modernising the Labour Code to better support industrial peace and harmony, and to safeguard workers’ rights, including elevating occupational safety and health standards.
The theme for the 2025/2026 Parliamentary Session is “Delivering a Better Future Together.”
