Design of the Eastern Caribbean Resilient Infrastructure Implementation and Skills Exchange Facility

Background:
As Small Island Developing States (SIDS), Caribbean countries are highly vulnerable to the impacts of climate change and natural disasters, which can trigger disaster events that erode development gains, disrupt economies, and undermine sustainable development across the region. These constraints contribute to severe delays and cost overruns in critical adaptation projects, perpetuating economic, environmental and social vulnerabilities and reducing the region’s ability to effectively prepare, respond, withstand and recover from the impacts of climate change.
In response, GAC and FCDO are collaborating to establish the Resilient Infrastructure Implementation and Skills Exchange (RIISE) Facility. The Eastern Caribbean Regional Infrastructure Implementation Facility will also form one component of FCDO’s planned Caribbean Resilient Infrastructure Platform — a new regional support programme aimed at tackling the systemic challenges that occur across the project cycle to improve the speed and scale at which climate-resilient infrastructure can be delivered.
This consultancy will support the design of the Eastern Caribbean RIISE Facility, including its scope, structure, governance, operational model, implementation roadmap, and identification of potential delivery partners. The Facility will be developed through a consultative process with countries, regional stakeholders and partners, ensuring alignment with existing initiatives and institutional capacities.
