The Government of Grenada has secured financing from the World Bank for the OECS Data for Decision Making Project, OECS Regional Health Project, and Caribbean Digital Transformation Project. Part of these funds will be applied to engage an Environmental and Social Specialist.
The consulting services (“the Services”) will provide dedicated oversight to ensure compliance with the World Bank’s Environmental and Social Framework (ESF), national regulations, and project-specific Environmental and Social Commitment Plans (ESCP). The consultancy covers all three projects and includes responsibilities such as monitoring safeguards, managing grievance redress mechanisms, facilitating stakeholder engagement, supporting training and capacity building, and reporting on environmental and social performance.

The Ministry of Mobilisation, Implementation and Transformation now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, sample of work engagement). The criteria for selecting the Consultant are:
Academic Qualification:
- Bachelor’s degree in Environmental Science, Environmental Health and Safety, or related field
- Minimum 5 years’ experience in environmental and social management on development projects
- Proven knowledge of Grenada’s environmental and social regulatory framework
- Experience with World Bank or other international donor E&S policies is an asset
- Strong stakeholder engagement and report writing skills
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Selection Method:
- Selection will follow the Individual Consultant Selection (ICS) method under World Bank guidelines
Submission Guidelines:
- Expressions of Interest should be submitted in English no later than 8 August 2025 by 3 pm (AST) and labelled “Expression of Interest — Environmental & Social Specialist”
