A company in Malta and another in Dubai are the 2 latest marketing agents for Grenada’s Citizenship by Investment (CBI) programme, which is executed by the Investment Migration Agency (IMA) under the supervision of the Citizenship by Investment Committee, which is chaired by Richard Duncan.
Marketing Agents, according to section 13 of the Citizenship by Investment Act, is “A person or body who– (a) wishes to promote, market or disseminate information locally or overseas; and (b) intends to identify suitable applicants for citizenship by investment or permanent residence by investment for submission through a Local Agent to the Committee regarding any aspect of an investment under sections 10 to 11.”
The 2 companies, according to a notice published in the 11 July 2025 publication of the Government Gazette, are IMIN MALTA LIMITED of Malta, which received its authorisation in June 2025, and PASS FZCO of Dubai, which received its authorisation in March 2025.
“Notice is hereby given that pursuant to Section 13 of the Grenada Citizenship by Investment Act, 2013, – PASS FZCO, DSO-IFZA, IFZA Properties, Dubai Silicon Oasis, Dubai UAE, has been granted the license of a Marketing Agent and is therefore authorised to conduct business in the State of Grenada, pursuant to the terms and conditions specified in the said Grenada Citizenship by Investment Act, 2013.” The notice lists the agent licence number as GCBI-MA-087 and is dated 24 March 2025.
The second notice states: “Notice is hereby given that pursuant to Section 13 of the Grenada Citizenship by Investment Act, 2013, – IMIN Malta Limited, 8/2, Portomaso Business Tower 1, Church Street, Saint Julian’s, STJ 4011, MALTA, has been granted the license of a Marketing Agent and is therefore authorized to conduct business in the State of Grenada, pursuant to the terms and conditions specified in the said Grenada Citizenship by Investment Act, 2013.” The agent license number is GCBI-MA-089 and dated 10 June 2025.
Both notices are signed by Thomas Anthony, the Chief Executive Officer of the Investment Migration Agency. There are currently over 30 international marketing agents appointed by the IMA.

The Citizenship by Investment legislation states that a marketing agent may issue sub-licences to such individuals whose professional qualification, resources, integrity and conduct conform to the relevant guidelines for licences. “The sub-licences may only refer to the marketing or promotion of aspects of the Permanent Residence or Citizenship by Investment Programme that the marketing agent is authorised to market or promote,” the legislation instructs.
The legislation further explained that a sub-licensee shall operate under the supervision of the marketing agent, who shall indemnify the government from all liabilities in respect of any issue arising from marketing or promoting any aspect of the Permanent Residence or Citizenship by Investment Programme.
