The Government of Grenada has received a financing grant from the Green Climate Fund, managed by the German Gesellschaft für Internationale Zusammenarbeit (GIZ) toward the cost of the project “Improving the Climate Resilience of Grenada’s Water Supply System and Infrastructure (G-CREWS).” It intends to apply part of the proceeds toward payments under the contract for the procurement of pipelines.
The National Water and Sewerage Authority (Nawasa), on behalf of the Ministry of Finance, now invites sealed bids from eligible bidders for the design, supply, and installation of a 150kW On-Grid Solar PV System to offset the daily energy demand of the 7 Sisters Pump Station in Grenada, as per the technical specifications and quantities outlined in the bidding document.
Bidding will be conducted through International Competitive Bidding procedures, as specified in the GCF/GIZ Procurement Regulations, and is open to all eligible bidders as defined in these regulations.

Qualification requirements
Eligible bidders must submit full qualification information with their bids to establish their eligibility and qualifications to perform the contract if selected. Qualification requirements include, but are not limited to:
- Documents demonstrating the bidder’s current financial stability, including an average annual turnover of at least EC$1,000,000.00 within the last 5 years
- Evidence of the bidder’s experience with at least three similar contracts within the last 5 years, with at least 80% of the works completed
- Demonstration of the ability to meet the technical specifications outlined in the bidding documents
Bidding and qualification information must be submitted in English on the prescribed forms included in the bid documents. Submissions that do not meet the specified requirements or fail to demonstrate the bidder’s ability to perform satisfactorily will be disqualified and will not proceed to further evaluation.

Additional requirements
- Bid Security: All bids must be accompanied by a Bid-Securing Declaration
- Beneficial Ownership Disclosure: In accordance with Procurement Regulations, the Borrower must disclose information on the successful bidder’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the bidding document
Nawasa reserves the right to accept or reject any bid, annul the process, or reject all bids at any time prior to contract award without incurring any liability or obligation to inform the affected bidders of the reasons for its actions. Nawasa will not reimburse any costs incurred by bidders in the preparation of their bids.
