The Government of Grenada has received a financing grant from the Green Climate Fund managed by the “German Gesellschaft fuer Internationale Zusammenarbeit” toward the cost of the project “Improving the Climate Resilience of Grenada’s Water Supply System and Infrastructure” (G-CREWS).

The National Water and Sewerage Authority (Nawasa) on behalf of the Ministry of Finance now invites sealed bids from eligible bidders for the procurement of the G-Crews — G2 Pipelaying WOrks express and Transmission line projects as per the specifications and quantities outlined in the Bidding Document.

Bidding will be conducted through the International Competitive Bidding procedures as specified in the GCF/GIZ Procurement Regulations and is open to all eligible bidders as defined in these Procurement Regulations.

Interested eligible bidders may obtain further information from Nawasa — [email protected]; cc: [email protected]; and request a copy of the bidding documents in English upon a written application. The document will be sent by email.

Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted. Qualification requirements include, but are not limited to:

  1. Documents demonstrating the bidder’s financial soundness
  2. Evidence of the bidder’s experience with at least 3 similar contracts within the last 5 years
  3. Demonstration of the ability to meet the technical specification outline in the bidding documents

Bidding and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents. Submissions that do not provide the information required or that do not demonstrate the prospective supplier’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.

The deadline for bid submission is 7 March 2025 at 2 pm Grenada time. All bids should be submitted in PDF, with a copy of the Price Schedule in .xls format, all password protected to the following emails: [email protected] and [email protected].

  • The email shall state “G-CREWS — Group 2 — Pipelaying Works for Lot 1, Lot 2 & 3”.
  • The email shall clearly state the name of the Bidder and list the files attached
  • All files submitted should be clearly labelled e.g., Lot 1 Bid, Lot 2 Price Schedule

Qualification information must be submitted simultaneously. The burden of proving receipt of the email will be on the applicant and will not be met solely by a read receipt or sent items report generated by the applicant’s computer. Late Bids will be rejected.

  1. All files submitted should be clearly labelled “Bid for the Procurement of G-CREWS — Group 2 — Pipelaying Works for Lot 1, Lot 2 & 3”. The name of the firm should also be clearly stated
  2. All bids have to be protected with a password. All firms should submit their passwords for the bids to the email addresses stated above within 1 hour after the bid submission deadline
  3. All bids must be accompanied by a Bid-Securing Declaration
  4. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document

Nawasa reserves the right to accept or reject any bid, and to annul the process and reject all bids, at any time prior to award of contract, without thereby incurring any liability to the affected prospective bidder(s) or any obligation to inform the affected prospective bidder(s) of the grounds for Nawasa’s action. Nawasa will not defray any costs incurred by any bidder in the preparation of bids.
