The JIPA Network (JIPA) has worked diligently since 2019 to develop a sustainable National Health Insurance (NHI) system for Grenada.

Although the Covid-19 pandemic caused significant delays, we resumed our efforts in November 2023 under the contract renewed with the current administration. We are issuing this statement to clarify recent comments regarding the termination of our contract for alleged non-performance.

Despite fulfilling our obligations and receiving no prior notice or discussion of performance concerns from the government, the contract was unexpectedly terminated. JIPA has been committed to improving access to affordable, high-quality healthcare in the Caribbean since 2008, and we believe our efforts have laid the foundation for transformative healthcare reform in Grenada.

Our work delivered under the contract included:

  • Developing a customised technology platform to support NHI operations, integrating health insurance, benefits administration, and health information systems aligned with international standards. This was developed at JIPA’s cost.
  • Designing a public-private financing model to optimise economies of scale and spread healthcare costs equitably across the population
  • Preparing an NHI implementation plan, policy documents, draft legislation, and public outreach strategies. All are completed and have been submitted to the government for review

Unfortunately, we were not afforded the opportunity to present these achievements to the government or the public, despite repeated requests. The lack of responsiveness and collaboration from the government hindered the progress of this vital initiative. If the project had gone ahead, Grenada would have been well-positioned for sustained private investment in the healthcare sector.

Moving forward, we encourage the government to prioritise healthcare expertise, collaboration, and education on the government side for the next phase of NHI development. A simplified approach may offer short-term solutions, but long-term sustainability requires a comprehensive, well-supported system.

We thank the people and government of Grenada for the opportunity to contribute to this critical national initiative. We look forward to continuing our mission of improving healthcare access across the Caribbean.
