Digital Diplomacy: Grenada’s opportunity to lead Caricom into the future

In an era where digital innovation is key to national development, Grenada, under the leadership of Prime Minister Dickon Mitchell, is uniquely positioned to pioneer a novel model for international cooperation: Digital Diplomacy.

In his role as Chairman of Caricom, Prime Minister Mitchell has a critical opportunity to leverage South–South partnerships to accelerate the region’s digital transformation and advance towards the Caricom Strategy for Regional Digital Resilience 2025–2030.

Digital Diplomacy reorients Grenada and Caricom’s foreign policy towards collaboration with technologically advanced nations like the UAE and India. By forging strategic partnerships across the Global South, Digital Diplomacy aims to unlock access to cutting-edge innovations, skills, and resources that will enhance the region’s technological capabilities, boost economic competitiveness, and build resilience against climate change.

Prime Minister Mitchell has already laid strong foundations for Digital Diplomacy as head of the Science, Technology, and ICT portfolio within Caricom. His leadership in developing the Caricom Strategy for Regional Digital Resilience underscores his commitment to using technology as a driver of economic growth and climate resilience. By championing initiatives such as digital skills training and the establishment of an Artificial Intelligence Centre of Excellence in Grenada, Prime Minister Mitchell is positioning Caricom to lead in the global digital economy while addressing the region’s unique vulnerabilities.

To realise the vision of Digital Diplomacy, Prime Minister Mitchell must galvanise targeted efforts among Caricom leaders in coming months to develop international partnerships which provide access to the resources, skills, technologies, and best practices required for Caricom to execute on the Digital Resilience Strategy.

Caricom should consider entering the UAE’s Government Experience Exchange Programme (GEEP), which Bermuda joined in July, as well as India’s technical assistance programme. The UAE’s $200 million innovation fund and India’s Digital Public Infrastructure also offer Caricom an outlet to access cutting-edge technology solutions. To further strengthen these digital-focused relationships, Prime Minister Mitchell may also seek to recommend the establishment of the UAE–Caricom Summit and the re-establishment of the India–Caricom Summit, which would both be valuable in furthering cooperation with these tech-oriented countries.

As a first step, Caricom should consider establishing a digital desk at the Grenadian Consulate in Dubai to advance Digital Diplomacy in the region, which could act similarly to the creative desk at Grenada’s Consulate in Ghana.

Prime Minister Mitchell can also champion Digital Diplomacy with multilateral partners to provide Caricom access to advanced climate technologies. For example, the Caribbean has 5 shared International Telecommunications Union satellite slots. Caricom could join the UNOOSA KiboCUBE programme or engage India and the UAE, to launch a Caricom satellite to collect environmental data. Additionally, regional leaders can engage the Commonwealth Secretariat to expand the CommonSensing initiative, which would allow us to make data-driven decisions for climate adaptation and improving access to critical climate finance.

Digital Diplomacy can become the hallmark of Prime Minister Mitchell’s chairmanship, positioning Caricom as a unified and innovative bloc in the global arena. By fully embracing this approach, he can guide Caricom into a new era of international cooperation defined by technology transfer and knowledge-sharing across the Global South.

Prime Minister Mitchell’s leadership and commitment to Digital Diplomacy can serve as a blueprint for other small nations and regional organisations globally, showcasing how technology can be the core medium for engaging with international partners, elevating global standing, and delivering meaningful benefits to citizens.

We view it as essential for Caricom to rally behind this vision of Digital Diplomacy, recognising its potential to transform the region’s future and secure its place on the global stage.
