Second Small-Scale Independent Power Producers programme launched

The Public Utilities Regulatory Commission (PURC) is thrilled to announce the launch of a new programme for Small Scale Independent Power Producer (SSIPP). This latest call comes on the heels of the finalisation of the pilot programme initiated in 2021 where 9 local individuals will receive their licences to operate solar photovoltaic (PV) facilities, generating electricity for sale to Grenlec.

The PURC is optimistic that local investors will take the opportunity to develop solar PV facilities with fixed capacity sizes ranging from 30kW to 200kW resulting in a combined total of 5MW of renewable energy electricity being generated to the national grid. Eligible bidders for the new SSIPP programme who meet the comprehensive bid evaluation criteria may be selected, provided their combined generation capacity does not exceed the total tender volume. The bidding process concludes on Thursday, 10 October 2024, after which all submitted proposals will be assessed. Selected bidders will be notified, and the PURC will make recommendations to the Honourable Dickon Mitchell, Minister of Infrastructure and Physical Development, et. al. for granting generation licences. Once approved and distributed to the relevant licencees, Grenlec and each licencee will sign Power Purchase Agreements.

Investors in the programme stand to reap the dual benefits of securing an alternative income stream while actively contributing to Grenada’s commitment to the Paris Agreement agenda of curbing greenhouse gas emissions. By fostering sustained investments and programme expansion, the pathway is paved for increased adoption of renewable energy sources, consequently driving down electricity costs within Grenada over time. This symbiotic approach is set to propel the nation’s overall development. Additionally, the launch of the second SSIPP Programme seeks to facilitate an ongoing assessment of the impact of increased renewable energy penetration on the current system.

Established under the authority of the PURC Act No. 20 of 2016 (amended), the Public Utilities Regulatory Commission (PURC) undertakes the vital role of regulating public utilities. The Commission’s central objective revolves around providing dependable and sustainable utility services at reasonable and equitable prices. Furthermore, the PURC is entrusted with the task of public engagement, awareness, and advocacy for the adoption of renewable energy practices.

Presently, the Commission supervises 2 renewable energy initiatives to facilitate Grenada’s transition towards sustainable energy usage and diminish our reliance on fossil fuels. The Self Generation Programme (SG) empowers individuals to generate electricity for personal use, selling surplus energy to Grenlec, or opt for being non-interconnected. This ongoing initiative operates along with the Small-Scale Independent Power Producers Programme (SSIPP),
