REOI: Consultancy Services for IT Database Administrator
Introduction
The National Water and Sewerage Authority (Nawasa) was established under the National Water and Sewerage Authority Act 25 of 1990, with its subsequent amendments. Through this Act, Nawasa is mandated as the sole national authority responsible for ensuring a safe and reliable municipal water supply and wastewater management to the state of Grenada. The National Water and Sewerage Authority (Nawasa) now wishes to procure consultancy services for an IT Database Administrator.
The objectives of the consultancy are to:
- Support Nawasa’s IT department regarding all IT-related activities within the G-CREWS project and act as a link for Nawasa in the implementation of IT Asset Management software
- Develop a structured and effective plan for managing the re-engineering of business processes
- Create a comprehensive integration plan for GIS and Data Management System, including enhanced workflow integration
- Establish a framework for maintaining accurate and up-to-date documentation of the database systems.
The Consultant shall also be expected to design and deliver a capacity-building programme for Nawasa’s management and staff. The duration of the assignment is expected to be intermittent over a period of 22 non-consecutive months, with an estimated level of effort of 6 staff months, commencing September 2024.
Nawasa now invites interested eligible individual consultants to submit Expressions of Interest (EOI) indicating qualifications and experience required to provide these consultancy services. In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments.
Applicants should have:
- A minimum of 5 years’ relevant practical experience and demonstrated skills encompassing IT and database design and/or administration in parallel or similar sectors
- Ability to transfer knowledge and skills, and experience in developing and implementing capacity development plans and programmes
- Fluency in English, proficient computer skills, and excellent written and oral communication skills
- A professional designation and experience working in the IT sector and with multi-lateral agencies would be assets

Expressions of Interest must be submitted in English electronically by email in PDF format to [email protected] no later than 2 pm AST on Friday, 9 August 2024. Each submission must be a single PDF file with a maximum file size of 150 MB. The email subject line should state “Expression of Interest — Consultancy Services for IT Database Administrator,” and the email body must state the name and address of the applicant. The Expression of Interest will be deemed to have been received at the time it is received by Nawasa. The burden of proving receipt of the email will be on the applicant and will not be met solely by a read receipt or sent items report generated by the applicant’s computer. In addition, one copy must be submitted simultaneously by email to [email protected], again with the email subject line stating “Expression of Interest — IT Database Administrator” and the email body stating the name and address of the applicant.
Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. Nawasa reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
