Request for Proposal (Rfp) to design, supply, and installation of 8-kw solar PV hybrid system with a 10-kw battery energy storage at the Soubise Fishers’ Facility.

GENERAL INVITATION

1.0 Background

The Nature Conservancy (TNC) together with the International Federation of the Red Cross and Red Crescent Societies (IFRC) are implementing a project entitled, Resilient Islands (RI): Integrating Ecosystem and Community-based Approaches to Enhance Climate Change Adaptation in the Caribbean. This regional project is being executed on the islands of the Dominican Republic, Grenada, and Jamaica, and is sponsored by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). The long-term goal of the RI project is to achieve climate resilience of Caribbean islands — that is, reduce climate vulnerability, boost adaptive capacity, and advance disaster risk reduction decisions — by significantly increasing investments to address protection and restoration of key ecosystems and natural areas.

Additionally, the project focuses on empowering communities and governments to integrate community and ecosystem-based adaptation into local and national decision-making and relevant policies, in support of national adaptation and development goals and to provide a platform for broad scale replicability of project activities.

In Grenada, several interventions are being undertaken within the Grenville Bay Area (GBA). One of the key activities is the construction and commission of a Climate Smart Fisher Facility in Soubise, St Andrew. This facility was one of several initiatives identified by the community during the development of a Greater Grenville Local Area Plan (GGLAP)[1]. The design of the facility targets the needs of fisherfolk in the communities, and provides the following safety and livelihood benefits to stakeholders:

  • Provision of eco-friendly lockers for safe storage of gear and equipment
  • Accessible and convenient on-shore access via a pier/jetty
  • Improved near-shore habitat, reduced erosion, and filtered runoff through the implementation of green-gray shoreline stabilisation; and
  • Serve as critical community infrastructure to enhance the community and provide a space for various community events, gatherings, and recreational activities

Additionally, when completed, this fully efficient Climate Smart Fisher Facility can serve as a demonstration facility for other communities throughout Grenada and the Eastern Caribbean region.

1.1 Purpose of the Request for Proposal

The Nature Conservancy (TNC) invites submissions of proposals from qualified firms for the design, supply, and installation of an 8-kW solar photovoltaic (PV) hybrid system with 10-kW battery energy storage system, for the Soubise Fishers’ Facility in Soubise, St Andrew. This installation will harness renewable energy to reduce the carbon footprint and energy operating cost of the Facility.

1.2 About the Nature Conservancy

The Nature Conservancy (TNC) is a global environmental non-profit organisation working to create a world where people and nature thrive, by conserving the lands and waters on which all life depends. TNC’s Eastern Caribbean Office is located on Old Fort Road, St George’s, Grenada.

2. SCOPE OF WORKS

TNC is seeking the services of a suitably qualified firm to (i) apply for the generation permit from the Public Utilities Regulatory Commission (PURC), (ii) to design and supply all equipment, materials and labor, for the installation of a n 8-kW solar PV hybrid system including a 10-kW battery energy storage, at the Soubise Fishers’ Facility, on its concrete roof. The details of the scope of works include:

2.1 Site Assessment and Design:

  • Conduct a thorough site assessment to determine the optimal location for the solar array
  • Design an 8-kW solar PV hybrid system including a 10-kW battery energy storage that maximises energy production and integrates seamlessly with the existing infrastructure
  • Provide a superimposed representation of the roof showing proposed panel layout
  • Provide a line diagram of the system design

2.2 Equipment Procurement:

  • Supply all necessary solar modules, mounting hardware, inverters, batteries wiring, and other components required for installation
  • Provide data on the make/model, specifications, certifications, number of panels, inverters, and batteries to be installed

2.3 Installation:

  • Install the solar PV system in accordance with industry best practices and local regulations
  • Ensure proper wiring, grounding, and system connections for optimal performance and safety

2.4 Testing and Commissioning:

  • Conduct comprehensive testing to verify the functionality and performance of the installed system
  • Commission the system and provide training to staff/personnel on its operation and maintenance
  • Provide information on the expected electricity production per year (kWh)
  • Provide analysis of projected savings, based on the present utility rates

2.5 Documentation:

  • Provide all necessary documentation, including system schematics, warranties, workmanship, and user manuals

3. GENERAL INFORMATION AND GUIDELINES

  • Consideration must be given to the building’s size, power consumption requirements and its architectural design
  • Consideration must be given to sustainable development, including the use of environmentally friendly products, recyclable products, and energy conservation products
  • Consideration must be given to the location of the building and its proximity to the sea
  • The Solar PV installer must complete the self-generation application process required by the local authorities for the permit to generate
  • The Solar PV installer must maintain a safe and secure worksite for the work
  • The Solar PV installer must maintain all work and staging areas in a neat and presentable condition. Upon completion of works, the installer must dispose of all debris at an approved dumpsite
  • The Solar PV installer must minimise any unnecessary damage to the existing building, make good to said damages, and immediately notify TNC of any damages to the facilities as a result of operations

4. INSTRUCTIONS TO SUPPLIERS

Companies submitting proposals must include the following:

  • A profile of the company proposing to undertake the scope of works, including details of staff and their expertise
  • Detailed experience in installation of similar Solar PV systems, and minimum 2 references from organisations for which the company has provided similar services
  • A proposed workplan for the assignment, including proposed timelines. It is expected that works will commence immediately after the contract is awarded
  • A detailed description of approach, activities and methodologies proposed to achieve the assignment objectives
  • A financial proposal, taking into account all anticipated costs to successfully complete installation
  • A National Insurance Compliance Certificate (where applicable)
  • A Tax Compliance Certificate from Division of Inland Revenue
  • Provision of a maintenance schedule

5. EVALUATING PROPOSALS

Criteria for evaluating proposals:

  • Overall experience of the company
  • Qualifications and competence of the team member(s)
  • Experience working with Solar Power systems
  • Approach and methodology in relation to the Scope outlined above
  • Price: The total fees for conducting the services (inclusive of VAT) including reimbursables
  • Sustainability and energy efficient measures
  • Maintenance schedule
  • Quality of proposed warranties and ongoing support

6. SUBMISSIONS OF QUESTIONS OR REQUESTS FOR CLARIFICATIONS

7. PROPOSAL CLOSING DATE

Proposals must be submitted to [email protected] and [email protected] no later than 4 June 2024, at 4 pm. The “Subject” field of the email message must read “Proposal for the Design, Supply, and Installation of the Solar Photovoltaic (PV) Hybrid Generation at the Soubise Fisher Facility.”

Late proposals will not be accepted. No proposals will be modified or substituted after the submission deadline. Site visits can be arranged upon request.

8. ADDITIONAL INFORMATION

TNC reserves the right to accept or reject any tender, or to annul the process and reject all tenders at any time prior to award of contract, without thereby incurring any liability to the affected prospective tender(s), or any obligation to inform the affected prospective tender(s) of the grounds for TNC’s actions. TNC will not defray any costs incurred by any bidder in preparing tenders.
