About the Job:
The Grenada Development Bank (GDB) as the delivery partner on behalf of the Government of Grenada, is seeking a Project Coordinator to support the implementation of the Green Climate Fund (GCF) — Readiness Project, Getting Grenada Private Sector Ready for Climate Finance. Grenada’s economy is driven by the private sector and service industries and in its NDC and NAP, the country has outlined its ambitions for transitioning to a low carbon climate resilient economy. This will require investments, conservatively estimated at over US$500 million from both the public and private sectors over the next decade. Limited access to climate finance, the unavailability of innovative financing instruments, as well as limited knowledge and understanding of these instruments in the context of climate financing, have been identified among the barriers limiting investments by the private sector and its capacity to leverage public financing.
The Grenada Development Bank (GDB) with funding from the GCF through the United Nations Office for Project Services (UNOPS) seeks to train private sector stakeholders in Grenada in engaging the climate finance landscape and in facilitating the enabling environment for increased implementation of climate finance activities. This Readiness Project will benefit a wide variety of stakeholders in the private sector. It seeks to develop and disseminate tools to integrate climate change into investment-based planning processes such as climate risk screening, climate proofing, and manuals for the construction, agriculture, tourism, and banking sectors. Additionally, it will also develop measures to crowd in private and capital market financing for the implementation of the country’s climate action programs and translate them into concrete investment plans in at least 2 of the priority sectors.
Overall, the readiness support will contribute to ensuring that climate finance can be effectively accessed, mobilised, and scaled up in order to assist with the achievement of Grenada’s climate goals; better link projects to appropriate funding sources and financing instruments; and strengthen country ownership and the participation of nationals in the public and private sector in climate investments. The GDB is therefore seeking to engage a local consultant to coordinate the implementation of project activities.
In this regard, applications are invited from suitably qualified persons to fill the temporary position of Project Coordinator for the GCF Private Sector Readiness Project at the Grenada Development Bank
Key Responsibilities
As the Project Coordinator, you will play a vital role in the success of this project by:
- Coordinating the schedule of activities to be undertaken as part of the implementation of the project
- Overseeing the procurement of consultants to be contracted for the execution of project activities according to the project’s procurement plan and the Government of Grenada’s procurement rules
- Monitoring the activities of the contracted consultants to ensure project deliverables are being met
- Organising workshops and other consultations according to the project implementation plan
- Providing resource documents and liaising with critical stakeholders to ensure that activities are aligned with the respective parties
- Reporting on project activities in keeping with the project’s reporting timelines
- Monitoring expenses and supporting the preparation of financial reports as per contractual obligations
Qualifications
- Graduate degree in Project Planning/Development, Development Studies, Finance, Environmental Science / Management, or a related discipline
- A minimum of 5 years of experience/expert knowledge of the Green Climate Fund project cycle, programming priorities, and engagement procedures
- Proven experience in developing/implementing similar projects, preferably in Grenada and/or the Caribbean
- Proven project development experience in climate change portfolio management with means of verification: a list of prepared projects along with references should be provided
- Previous successful experience in the development and approval of GCF project documents will be an asset
Key Competencies
- At least 5 years of experience in Climate Change and Project Management
- Experience in developing institutional arrangements for multi-national projects
- Proven analytical skills and ability to conceptualise and write concisely and clearly evaluated based on submitted methodology
- Experience in working with a wide range of stakeholders (private, governmental, NGOs, etc.)
- Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource
- Maturity and confidence in dealing with senior members of national institutions
- Displays cultural, gender, religion, race, nationality, and age sensitivity and adaptability
- Excellent written communication skills, with analytic capacity and the ability to synthesise relevant collected data and findings for the preparation of quality concept notes
- Excellent organising/coordination skills and result-oriented collaboration with colleagues including consultants
