The Government of Grenada (GoG) wishes to fully assess Grenada’s hydrocarbon potential and, if found to be commercially viable, devise a strategy and action plan to explore, develop and monetise such findings for the benefit of the citizens and the patrimony of the nation.
In order to accomplish this goal, the Government of Grenada has established a Technical Working Group (called the “Grenada’s Hydrocarbons Technical Working Group” and sometimes referred to simply as the “Technical Working Group (TWG)”) to lead this initiative, develop a work programme to that end, provide periodic reports to the Cabinet of Ministers on its progress and a final Report to the Government at the end of its mandate.
The mandate of the Technical Working Group extends for a period of 12 months in the first instance, at the end of which its deliverables are expected to be as follows:
- A comprehensive report on Grenada’s hydrocarbon potential, including an assessment of the geological and geophysical data, estimates of reserves and potential production, recommendations for exploration and development strategies, mitigation measures, and policies and regulations to promote investment and development
- A report on the technical and economic feasibility of developing Grenada’s hydrocarbon reserves
- A report on the potential environmental and social impacts of hydrocarbon exploration and development in Grenada, and strategies to mitigate these impacts
- A report on the legal and regulatory framework required to support the exploration and development of Grenada’s hydrocarbon reserves
- A report on capacity building initiatives to support the development of a skilled workforce in the hydrocarbon sector in Grenada
- A communication strategy to engage stakeholders, including communities, civil society organisations, and the private sector
- A set of policies and strategies for the sustainable exploration and development of Grenada’s hydrocarbon resources
- Recommendations for potential partners and investors, including a plan to attract and retain them; and
- A stakeholder engagement plan that outlines the approach, mechanisms and processes for engaging with relevant stakeholders throughout the exploration and development process
To facilitate this programme, the Government of Grenada, through the Technical Working Group, is seeking to recruit the consultancy services of suitably qualified experts to advise and assist in accomplishing this goal. Among the expert services required is that of a Lead Technical Consultant, who would serve as the principal technical advisor to the Technical Working Group and coordinate the efforts of all other technical consultants recruited to provide geological and geophysical, engineering, legal, commercial and related services, as the case may be. Ideally, the Technical Working Group is seeking to retain the services of an incorporated consulting company or consulting firm. However, a suitably qualified individual with relevant superior skill and experience, capable of bringing together and leading a team comprising of the other required technical consultants will be considered.
The following are the terms of reference for the Lead Technical Consultant:
- Undertake a comprehensive review of Grenada’s present Geological and Geophysical operating environment. This would involve:

- Identifying and gathering all data acquired in offshore Grenada — both 2D and 3D from 1996 to present day, with interpretation reports on the data acquired. This should include the identification of the data and the method of acquisition
- Identify and assess the nature, if any, of any agreements or arrangements entered into by the Government of Grenada with any data acquisition companies
- Make recommendations as to the measure that should be taken by Grenada to exercise its authority over the use of such data acquired in offshore Grenada and to realise a commercial benefit therefrom
- Lead a team of experts (with geological and geophysics, engineering legal and commercial skills) to undertake an independent comprehensive review of Grenada’s current geological and geophysical situation (position) based on existing seismic data and in the aftermath of the acquisition of the 3D seismic volume and drilling, with a view to identifying prospective areas, including identification and recruitment of suitable experts and their terms of engagement
- Assist in the establishment of a secure seismic database for all data, advising on the best methods for receiving the data from geological and geophysical companies and the best methods for storage and retrieval
- Recommend suitable companies and terms of engagement for the acquisition of multiclient data, if necessary, especially in those areas of Grenada’s acreage where seismic data remain sparse
- Evaluate any new proposals received from data acquisitions companies for engagement with the Government of Grenada and make recommendations on the terms of engagement with such companies
- Work with the Legal Consultant to undertake a comprehensive review of Grenada’s contractual engagements and make recommendations as to the measures that should be adopted by the Government of Grenada to place itself in the best legal and commercial position vis-a-vis the contractual rights and obligations in relation thereto
- Work with the Legal Consultant to undertake a review of all existing treaties, contracts and arrangements existing between the Government of Grenada and the Government of the Republic of Trinidad and Tobago and/or companies or entities in either country touching and concerning Grenada’s hydrocarbon potential. This would include:

- Working with the Legal Consultant to evaluate the Joint Co-operation Agreement between Grenada and the Republic of Trinidad and Tobago and advising the GOG as to the appropriate steps to be taken to give effect to the said agreement and to realise upon the potential benefits to be derived therefrom for Grenada
- Working with the Legal Consultant to evaluate the Joint Co-operation Agreement between Grenada and the Republic of Trinidad and Tobago and advising the GOG as to the appropriate steps to be taken to conclude a Joint Development Zone (JDZ) Agreement between Grenada and Trinidad and Tobago
- Working with the Legal Consultant to evaluate agreements concluded and to make recommendations to the Government of Grenada as to the appropriate steps that should be taken to realise the potential benefits to be derived therefrom for Grenada

- Working with the Legal Consultant to undertake a comprehensive review of Grenada’s existing hydrocarbon legal and regulatory framework, with a view to identifying any gaps and deficiencies and making recommendations for establishing a modern legal and regulatory framework consistent with international norms and standards. This would include:

- Reviewing the existing Petroleum Act and all related legislation and licensing tools with a view to identification of their gaps and deficiencies
- Making recommendations for establishing a modern legal and regulatory framework consistent with international norms and standards, including in relation to, but not limited to:
- block sizes and preparation of the acreage for graticulation.
- Preparation of the competitive bidding tools required for the offer areas for competitive tender and assisting in the marketing of such tender.
- Suitable Relinquishment provisions
- A suitable Fiscal Regime
- Ensuring that any and every licensing round undertaken is solidly underpinned by legislation that ensures unambiguous terms, effective regulation, and optimum returns to the State while remaining sufficiently competitive to attract international investment.
- Assist in Identifying potential Partners and investors to participate in the development of Grenada’s Hydrocarbon potential
- Assist in the evaluation of offers and expressions of interest received by Grenada, whether presented in the framework of competitive bidding or through direct negotiations
- Assist in the identification and recruitment of technical experts (geological and geophysical, engineering, legal and commercial skills) required by the Technical Working Group for the fulfillment of its mandate, including preparation of the Terms of References where required, evaluations of expressions of interests and making recommendations on the suitability of applicants and the terms of engagement
- Develop a work programme to be pursued by the Technical Working Group together with project schedule and workflows and present an Inception Report in relation to same within 21 days of engagement
- Providing monthly progress reports to the Technical Working Group
- Develop a programme of capacity-building initiatives to support the transfer of knowledge and the development of a skilled workforce for the hydrocarbon sector in Grenada. This would involve:
- Making recommendations on necessary staffing for and training of those persons engaged in the hydrocarbon programme
- Ensuring a transfer of knowledge to Grenadian personnel engaged in the hydrocarbon programme
- Developing a training programme for Grenadians identified or selected by the Government of Grenada to become part of a skilled force in the hydrocarbon sector
- Preparation of the Draft Reports, Strategies and Plans constituting the Deliverables for which the Technical Working Group is responsible to the Government of Grenada
- The preferred mix of qualifications, experience and competencies for the Team Leader (in the case of a Consulting Firm) and the Consultant (in the case of an individual) would include:

- Master’s Degree in Geology, Geophysics, Engineering, or other Petroleum- related field
- Minimum of 20 years’ experience working in the hydrocarbon sector
- Excellent project management skills, with a track record of meeting deadlines
