For a period of 2 years with effect from 5 November 2022, Richard Strachan began serving as chairman of the Air Transport Licencing (ATL) Board.
Section 15 of the 2004 Civil Aviation Act mandates establishing the Board and its general duty will include among things to deal with applications for air transport licences or permits in accordance with the regulations of legislation.
The members will also have “to approve the tariffs to be charged for the transportation by air of passengers and cargo and in the performance of its functions the Board shall have regard to the co-ordination and development of air services generally with the object of ensuring the most efficient service to the public,” the legislation advised.
The notice of the board’s appointment in the Government Gazette said that the Cabinet at its meeting on 14 November 2022 approved the appointments. The other members are Clifford Campbell, Sheldon Alexander, Petra Roach, Kerry Pierre, Randall Dolland, Anya Chow Chung and Marlon Carter.
Section 17 of the Civil Aviation Act said that the Minister for Civil Aviation shall consult with Board from time to time with regard to relations with other countries or territories affecting the exercise of its functions.
“If in the case of an application for an air transport service licence or permit, the Minister is of the opinion that any air transport service proposed would involve negotiations with the government of some other country or territory of rights which it would be inexpedient for the time being to seek, the Minister may suspend consideration of that application so far as it relates to that service,” said the legislation.
