Design Contracting Services for the design of a jetty and boat haul-out ramp

On the island of Grenada, the residents of the Grenville Bay Area (GBA); the communities of Telescope, Grenville, Soubise and Marquis have been grappling with the intensifying impacts of climate change for several years, which threatens their homes, coastal infrastructure, shorelines, livelihoods, and their safety. These impacts include storm surges, which have exacerbated high levels of coastal flooding, resulting in severe coastal erosion, and more frequent and heavier rainfall events resulting in increased runoff from hillsides into coastal areas.
In 2012, The Nature Conservancy (TNC) and partners began interventions in the GBA, utilising coastal resilience approaches to demonstrate innovative, cost-effective solutions to address the ongoing coastal climate impacts. The solutions are scalable and can be replicated by other Small Island Developing States (SIDS) contending with similar climatic issues. These interventions, represent a set of integrated hybrid nature-based solutions (NbS), such as mangrove restoration, beach revegetation, upland reforestation, shoreline stabilization using a Living Shoreline approach and coral reef restoration through reef reengineering, to name a few. They are cost-effective alternatives to traditional grey infrastructure.
Combined, these ongoing initiatives present a holistic approach to reducing the vulnerability of the coastal communities within the GBA; reducing their climate risks, while enhancing their resilience to the impacts of climate change using nature, and providing critical ecosystem services.
Interventions are guided by the Living Edge Plan (LEP); a series of linked actions with policies to strengthen the coastal communities’ resilience. The LEP was developed in collaboration with the targeted communities, local and international partners, and government agencies, and has been the guiding document for ongoing climate smart interventions in the GBA, such as the Resilient Islands (RI) project.
The activities under the RI project are envisioned to meet the needs of communities in and around Soubise and will provide a variety of benefits to Fishers, Community Members, and other stakeholders with the construction of a fisher Facility, such as:
- Improved near-shore habitat, reduced erosion, and filtered runoff with the use of coastal vegetation
- Enhanced areas for community gatherings and recreation and
- Elevated lockers/storage facilities for a minimum of 20 Fishers
- Enhanced access to the sea for boat users
In addition to RI’s interventions, TNC is undertaking several interventions in Soubise, which include, inter alia, the design and construction of a Jetty and Boat Haul-Out Ramp, which will complement the Fisher Facility.
TNC now invites interested firms or individuals to submit Expressions of Interest to provide independent contracting services for the design of the Jetty and Boat Haul-Out Ramp at Soubise. The objective of the assignment is to achieve an efficient and proper implementation of the Project throughout the design phase, inclusive of procurement of construction services. The assignment is expected to be executed over a period of 8 weeks.
It is the policy of TNC to identify actual, potential or perceived conflicts of interest in any situation in which TNC has a significant business interest. To assist TNC in complying with this policy, the successful Bidder shall be required to disclose any Conflict of Interest and, if applicable, may be debarred from further participation in this procurement activity.
All information must be submitted in English. A copy of the Terms of Reference (ToR) may be obtained by writing to the first address at the end of this document.
Electronic copies of the Expressions of Interest (EOI) must be received at the first address no later than 4 pm on 20 December 2022 and an electronic copy must be sent simultaneously to TNC at the second address below. The EOI must state the name, address and contact information of the Bidder and the email subject field shall be clearly marked “Expression of Interest — Design Contracting Services for Jetty and Boat Haul-Out Ramp at Soubise.”
Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the design contracting services. TNC reserves the right to accept or reject late bids or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not engaging the services of any Bidder and will not defray any costs incurred by any Bidder in the preparation and submission of an EOI.
