Senate to approve Electronic Bills on Wednesday 10 July 2013

The Electronic Crimes Bill will be among five legislations that the Upper House or Senate will approve when it meets on Wednesday July 10th 2013. The other Bills have already received the approval of the House of Representatives are: Electronic Filing Bill, 2013; Electronic Transactions Bill, 2013; Electronic Transfer of Funds Crimes Bill, 2013 and Electronic Evidence Bill, 2013.

However, before deliberating on the Bills Senator the Honourable Keith Clouden will ask the Leader of Government’s Business, Senator the Honourable Kenny Lalsingh, the following question:

 * Question 1

(a)  With respect to the US 3.5 million dollars loan from the Caricom Development fund, will any of the beneficiary sectors receive grants?  If the answer is in the affirmative, which sector(s) are to receive grants and what is the criteria for receiving such grants?

(b)  What amount of funds from the US $3.5 million dollars will go as support to the Grenada Development Bank?

(c)  To the Agricultural Sector?

(d)  Small and medium size enterprises other than agriculture?

(e)  Energy development in the Tourism Sector?

(f)   Information and Communication Technology?

(g)  Standards, metrology and certification?

 

Senator the Honourable Keith Clouden will ask the Parliamentary Secretary in the Ministry of Agriculture, Lands, Forestry, Fisheries and the Environment, Senator the Honourable Simon Stiell, the following questions:

* Question 1

(a)  What planning material was recently imported into the country from China by the Chinese Agricultural Mission?

(b)  Is there an international standard (protocol) for the movement of planning material from one country to another?  If the answer is in the affirmative, please state the international standard?

(c)  Did the exporting country issue a phytosanitary certificate for the planting material?

(d)  Did the Ministry of Agriculture issue an import permit i.e. after conducting a Pest Risk Analysis?

(e)  Does the Ministry of Agriculture have any varietal information of the imported planting material i.e. pest, disease, period to maturity and resistance capability?

(f)   Was the proper procedure for the importation of planting material followed by the Chinese Agricultural Mission and were they advised of the procedures by the Ministry of Agriculture?

(g)  Were any of the planting material imported distributed?  And, if the answer is in the affirmative who received the planting material and where is their geographical location?

* Question 2

(a)  What are the reason(s) for the delay in the official publication of the results of the Agriculture Census and when would the findings be officially published?

(b)  What is the definition of a farmer in the Census?

(c)  Does the Ministry of Agriculture issue Farmer’s Identification Cards based on the definition provided in the Census?

 

Senator the Honourable Raymond Roberts will ask the Leader of Government’s Business, Senator the Honourable Kenny Lalsingh, the following questions:

Question 1

Following the General Elections of February 19, 2013, what are the emoluments being paid to the Ministers of Government, Parliamentary Secretaries and Backbenchers – including allowances for constituencies?  Furthermore, when did the payments take effect?

Question 2

The Leader of Government’s Business is requested to provide a list of the workers with Government Departments/Ministries:

(a)    Whose contracts ended and were not renewed.

(b)    Those contracts that were renewed.

(c)    Those which were prematurely terminated between February 25 and May 31, 2013.

(d)    A list of the new workers, including Advisors and Consultants who were given contracts, as well as, their emoluments and allowances.

Question 3

Will the Leader of Government’s Business provide a list of the number of overseas trips made by Government Ministers, Advisors and Consultants, and the purpose for which these trips were made, commencing February 21 to May 31, 2013 and whether they were sponsored by International Organisations or paid for by the Government of Grenada?

Question 4

Will the Leader of Government’s Business provide the terms and conditions for the employment of the Economic Advisor, Dr. Patrick Antoine, including his emoluments and allowances?

Question 5

Will the Leader of Government’s Business provide a list of the names of persons who purchased lands from the Government in the South St. George Constituency between 2002 – March 1, 2013, including the price for which they paid for the lands, as well as, the terms and conditions?
