REQUEST FOR EXPRESSIONS OF INTEREST (EOI)
Provision of Solar Photovoltaic (PV) Design, Supply and Installation (DSI) Services
Solar for All Programme
1. Introduction
The Government of Grenada (GoG), through the Ministry of Climate Resilience, the Environment and Renewable Energy (MCRERE), invites Expressions of Interest (EOIs) from qualified and experienced Solar Photovoltaic (PV) installation firms to participate in the implementation of the Solar for All Programme.
The Solar for All Programme is a national initiative aimed at expanding access to affordable, reliable, and clean energy for households, and small agro-processors, with a particular focus on vulnerable and energy-insecure populations.
This EOI seeks to establish a pool of pre-qualified solar PV installers who may be invited to submit proposals or quotations for specific installation packages under the Programme.
2. Scope of services
- Site assessments and system design for residential and small commercial solar PV systems (for agro-processors)
- Supply and installation of grid-tied, off-grid, and hybrid solar PV systems ranging from 1kWp – 6kWp
- Electrical works, mounting structures, and system commissioning.
- Coordination with Grenlec, the Public Utilities Regulatory Commission (PURC), and other relevant authorities for inspections and interconnection, where applicable
- System testing, documentation, and handover to beneficiaries
- Capacity development and training of beneficiaries
- Provision of manufacturer warranties, installer warranties
3. Eligibility and qualification requirements
- Legally registered business in Grenada
- NIS Certificate of Registration
- Proven experience in solar PV installations within the last 5 years
- Number and qualification of trained and certified technical personnel
- Familiarity with the PURC permit and Grenlec interconnection requirements
- Adequate financial and operational capacity
- Compliance with general occupational health and safety standards
- At least general/public liability insurance coverage
- Provide references for similar works undertaken, including client (where commercial), brief description, approximate contract value, and period of execution
- Declare any current or pending litigation or disputes against the company/firm
4. Contents of the Expression of Interest
Interested firms should use the following information as a guide in submitting their expression of interest

- Any additional relevant information
Submissions should be concise and shall not exceed 15 pages, excluding annexes.
5. Selection process
This EOI is intended solely to identify and shortlist qualified firms. Shortlisted firms may be invited to participate in restricted tenders or requests for quotations. Submission of an EOI does not guarantee a contract award.
6. Submission instructions
Expressions of Interest must be submitted via the E-Procurement portal. Registration for the portal will be required.
7. Submission deadline
EOIs must be received no later than Friday, 30 January at 4 pm. Late submissions will not be considered.
8. Additional information
The Government of Grenada reserves the right to accept or reject any or all EOIs, to annul the process, or to amend the scope at any time without incurring liability.
