Grenada’s High Commissioner to Canada His Excellency Sylvester Quarless officially presented letters of introduction to the Rt Hon. Mark Carney, Prime Minister of Canada, from Prime Minister Hon. Dickon Mitchell on Wednesday, 17 September 2025, at the Office of the Prime Minister, Parliament Hill, Ottawa, Canada.
High Commissioner Quarless used the opportunity to discuss Grenada’s transformational agenda and key developmental priorities with Prime Minister Carney. He reaffirmed Grenada’s commitment to strengthening the bilateral relationship and international cooperation between Canada and Grenada, which was formally established upon Grenada’s Independence on 7 February 1974.
During the meeting, High Commissioner Quarless requested Canada’s support in easing the travel restrictions for Grenadian citizens who wish to travel to Canada. Additionally, collaboration with bilateral and multilateral partners, including Canada, is sought in the areas of health — Project Polaris; agriculture and blue economy; Technical and Vocational Education and Training (TVET); and resilient financing, as it relates to climate adaptation, social protection, food security, and disaster preparedness.
High Commissioner Quarless also emphasised the importance of resilience and human security as part of Grenada’s developmental agenda and envisioned a closer collaboration with Canada on disaster response and humanitarian logistics, maritime domain awareness and cybersecurity.
Prior to undertaking this prestigious role, High Commissioner Quarless was a Public Servant for 28 years with the Government of Grenada working in the Government Information Service department; an entrepreneur and investor in the tourism sector for over 30 years; and a former Member of Parliament under the National Democratic Congress Government during the period 2008–2013, serving in different portfolios including Minister for Social Development, Labour and the Environment.
As High Commissioner to Canada, he is keen to forge a stronger, more productive partnership with Canada that delivers tangible outcomes which mutually benefit citizens of both countries. He also looks forward to engaging the Grenadian Diaspora throughout Canada to actively participate in the development of Grenada. He stated, “I am honoured and humbled to continue serving and representing Grenada in this capacity.”
