Overview

The Government of Grenada has received financing from the Green Climate Fund (GCF) in collaboration with the Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH toward the cost of the Climate Resilient Water Sector in Grenada (G-CREWS) project and intends to apply part of the proceeds toward payments for an individual contract for a Technical Officer — Challenge Fund for Agriculture (CFA).

The CFA is a subcomponent of the G-CREWS project, which promotes the adoption of water-efficient solutions in the agriculture sector by using grants to facilitate water auditing, solution design and implementation, and incentivise the purchase of water-efficient equipment. The project offers Rain Water Harvesting (RWH) equipment, Irrigation Equipment, and Shade Houses to qualified farmers, to assist in enhancing their water storage systems and facilitating proper water usage techniques. The CFA is targeting approximately 250 farmers in Grenada, Carriacou and Petite Martinique to support with water-efficient equipment under the 3 subcomponents. It is being jointly implemented by the Grenada Development Bank (GDB), the Ministry of Agriculture and Lands (MoAL), and the GIZ.

The Technical Officer will provide support for the implementation of the CFA by monitoring the execution of activities to ensure their completion according to the design specifications and ensuring compliance with project objectives. This includes supervising the projects’ implementation to achieve completion in accordance with quality standards, while achieving budget and scheduling targets, timely monitoring and evaluation of work, assisting with the resolution of challenges, recommending relevant actions, and submitting reports as required.

In addition to island-wide travel across Grenada, the Technical Officer will also be expected to travel periodically to Carriacou and Petite Martinique to interact with beneficiary farmers and other stakeholders.

Objective: To provide technical support to the Grenada Development Bank as part of the implementation of the Challenge Fund for Agriculture, under Component 2.1 of the G-CREWS project.

Scope of services:

  • Implement authorised adjustments to RWH structural designs, Bill of Quantities, technical specifications, etc., in order to enhance project outputs
  • Review quotations from farmers for construction and installation materials, to ensure that they are consistent with the approved Bill of Quantities
  • Monitor the construction of concrete slabs and catchment for RWH and the installation of RWH systems and Shade Houses, against the recommendation in the water audit reports for water saving techniques, to determine the level of compliance, adequacy and robustness of the installed structures
  • Develop and apply consistent quality control measures, including providing quality assurance on technical aspects of project implementation
  • Provide support in the management of inventory of technical equipment at local suppliers under contract for the G-CREWS project, by ensuring the correct storage as per manufacturer recommendations; the timely distribution of equipment to the beneficiary farmers; the availability of required stock; and proper accounting for inventory
  • Conduct technical reviews of existing equipment, materials and supplies required by the project, which are available on the local market and make recommendations for their use as necessary
  • Provide technical support in ensuring compliance with adequate design standards and/or code of practices, and ensure consistency with project standards
  • Monitor beneficiaries’ observance of the Environmental Guidelines as specified in the terms and conditions of the project
  • Conduct site visits, studies and data collection analysis exercises as necessary to determine compliance with project objectives, guidelines and criteria
  • Indicate findings, analysis, conclusions and recommendations with respect to evaluations, site visits, and analysis conducted
  • Collaborate with the relevant key stakeholders and agencies on technical aspects of the CFA implementation
  • Represent the GDB at meetings and workshops

Deliverables:

  • Work plan for specific activities, highlighting key aspects of the work including strategies, timelines and outputs
  • Monthly reports on the project’s progress by highlighting milestones achieved, deficiencies observed and recommended measures to address fallouts
  • Final project report

Qualification/Experience:

  • Bachelor’s degree in Civil Engineering, Agricultural Engineering, Agronomy, or other related field
  • At least 3 years of experience in a project-related environment

Key competencies:

  • Excellent analytical skills and attention to detail
  • Excellent project management and communication skills
  • Strong problem-solving, risk identification, and mitigation skills
  • Ability to meet deadlines with limited supervision
  • Knowledge of monitoring and evaluation processes would be an asset
  • Familiarity with the agriculture environment will be an asset
  • Ability to work with a team

Duration of services

  • The consultancy is expected to commence in September 2025
  • Expected to be conducted for the duration of 6 man-months within a 7-month period
