The Polaris Development Company Ltd (PDCL) is a special purpose entity established to deliver Project Polaris, one of Government’s flagship initiatives. The company is seeking to recruit a highly qualified and experienced Finance Manager.
Position Summary
The Finance Manager serves as the senior financial officer of PDCL and is responsible for the overall financial management of the company. This includes financial administration, accounting integrity, budgeting, cash flow management, and strict compliance with lender and statutory requirements.
The role ensures strong financial governance, transparent reporting, and disciplined control systems throughout the project lifecycle. The Finance Manager reports directly to the Chief Executive Officer and supports the Board through high-quality financial reporting and risk management.
Key Responsibilities
- Financial Planning and Budget Management

- Develop and manage capital expenditure budgets and financial forecasts
- Monitor expenditure and provide variance analysis and early warning reports
- Support long-term financial sustainability planning
- Lender Administration and Compliance

- Manage all drawdown processes in accordance with financing agreements
- Ensure compliance with all lender conditions, covenants, and reporting obligations
- Prepare compliance certificates, financial reports, and drawdown requests
- Maintain structured engagement with lenders, facility agents, and auditors
- Accounting and Internal Controls

- Establish and maintain robust accounting systems and controls
- Ensure audit-ready financial records and compliance with statutory requirements
- Oversee tax and regulatory reporting
- Payment and Cash Flow Management

- Review contractor payment applications
- Manage cash flow forecasting and liquidity planning
- Ensure timely and accurate disbursement of funds
- Financial Reporting and Board Support

- Prepare monthly, quarterly, and annual financial statements
- Provide financial reports to the CEO and Board
- Identify financial risks and recommend mitigation strategies
- Risk Management

- Monitor financial risks, including cost overruns and covenant exposure
- Support claims-related financial assessments
- Maintain structured financial risk reporting
Qualifications and Competencies
- Advanced knowledge of infrastructure finance and project accounting
- Strong understanding of PPP frameworks and PDCL financial structures
- Experience managing lender compliance and financing arrangements
- High standards of integrity, transparency, and accountability
- Strong analytical, forecasting, and reporting skills
- Ability to communicate complex financial information to senior leadership and Boards
Education and Experience
- Bachelor’s degree in Finance, Accounting, Economics, or a related field
- Professional accounting designation (CPA, ACCA, CA, or equivalent) strongly preferred
- Minimum of 10 years of progressive financial management experience
- Experience in infrastructure projects, PPPs, or project-financed environments
- Experience working with international lenders or development finance institutions is an asset
Technical Skills
- Advanced proficiency in financial modelling and Excel
- Strong knowledge of Microsoft Office Suite
- Experience with accounting and project cost management systems preferred
