The Minister for Finance Hon. Dennis Cornwall recently participated in the Caribbean Ministerial Dialogue on Accelerating Development Financing for the Caribbean: Agility, Flexibility and Impact, held in Panama City, Panama.
The minister attended the dialogue within the framework of CAF’s International Economic Forum — Latin America and the Caribbean 2026. He was accompanied by Deputy Permanent Secretaries Anthony David Hopkin (Administration) and Chevanne Britton-Telesford (Policy); Ambassador H E Andrea St Bernard, Project Sponsor, Project Polaris; and Damian Dolland, Project Consultant, Project Polaris.
The ministerial dialogue, convened by CAF – Development Bank of Latin America and the Caribbean, provided a platform for Ministers of Finance and Economic Affairs to engage on development financing solutions tailored to the needs of Small Island Developing States (SIDS). Their discussions focused on key priority areas, including water security, resilient infrastructure, food security, energy transition, climate adaptation, disaster risk reduction, education, and health.
Minister Cornwall’s participation underscored Grenada’s commitment to advancing sustainable development, strengthening regional cooperation, and securing innovative financing to support national growth and resilience. While in Panama, the Minister also participated in high-level discussions and bilateral engagements with CAF’s senior management and regional counterparts, aimed at enhancing development cooperation and project implementation.
He also served as Grenada’s signatory to a $60 million financing agreement with the OPEC Fund for International Development to advance the construction of Grenada’s new smart hospital under Project Polaris. The Minister and his delegation returned home on Saturday, 31 January 2026.
