Regulatory Analyst

Job summary: The Regulatory Analyst will be responsible for providing essential analytical support within the Regulatory, Accounting & Economic (RAE) Affairs Department. This role focuses on conducting regulatory, economic and accounting analyses related to both the electricity and the water and sewerage sector, supporting tariff setting, regulatory compliance, and policy development.

Key responsibilities

  • Analyse utility data and validate tariff-related studies
  • Review license applications and sustainability programmes
  • Prepare reports on tariffs, policies, and water resource issues
  • Address consumer complaints on economic/tariff matters
  • Benchmark utility performance and recommend improvements
  • Support stakeholder consultations and regulatory framework development

Minimum qualifications and experience

  • Bachelor’s degree in Economics, Accounting, Finance or Public Administration
  • Minimum of 3 years analytical experience, preferably in utilities or regulation
  • Experience in data analysis or financial modelling will be considered an asset

Regulatory Engineer — Water and Sewerage

Job summary: The Regulatory Engineer — Water and Sewerage will play a vital role in fulfilling the Public Utilities Regulatory Commission’s mandate to regulate the water and sewerage sectors in the State of Grenada. The selected candidate will be responsible for monitoring, evaluating, and guiding the performance of water and wastewater service providers. This candidate will also contribute to the development of the sector’s regulatory framework to ensure compliance with national standards. promote sustainable infrastructure development, and safeguard consumer interests.

Key responsibilities

  • Develop and enforce technical standards for water supply and sewerage systems
  • Review and assess utility providers’ infrastructure plans, tariffs, and service quality
  • Conduct inspections and audits of water and wastewater facilities
  • Advise on environmental and public health compliance
  • Analyse data and prepare regulatory reports and recommendations
  • Collaborate with stakeholders, including government agencies, utility providers, and the public
  • Support policy development and strategic planning for sector improvement

Minimum qualifications and experience

  • Bachelor’s degree (Master’s preferred) in Environmental Engineering, Civil Engineering. Water Resources Engineering, or a related field
  • Minimum 5 years of experience in water/wastewater infrastructure, regulation, or public utility management
  • Knowledge of Caribbean water standards, environmental laws, and public health codes
  • Strong analytical, communication, and stakeholder engagement skills
  • Professional Engineering registration or eligibility is an asset
