Assignment Title: Consultancy to Develop and Operationalise an Emergency Medical Service System

The Government of Grenada (GOG) has received funding from the World Bank to embark on a 7-year (2019–2026) programme, the “OECS Regional Health Project” and intends to apply a portion of the proceeds to eligible payments to support the engagement of a Curriculum Consultant for which this invitation is issued.
The Development Objectives of the project are to (i) improve preparedness capacities of health systems for public health emergencies in the OECS region, and (ii) provide a response in the event of eligible crises or emergencies. The project consists of 4 components as follows:
- Improved Health Facilities and Laboratory Capacity
- Strengthening Public Health Surveillance and Emergency Management
- Institutional Capacity Building, Project Management and Coordination
- Contingency Emergency Response Component (CERC)
The objectives of the consultancy are to:
- Conduct a feasibility study to determine the most suitable EMS model for Grenada (public, private, or hybrid)
- Recommend an EMT training and certification programme aligned with international and regional standards
- Define operational requirements, including workforce, infrastructure, and equipment needs
- Draft enabling policy and legislation instruments to regulate EMS and EMTs
- Develop a phased implementation and sustainability plan, including financial estimates
The contract’s duration is 5 months. The assignment is expected to start in January 2026.

The Central Procurement Unit, acting on behalf of the Ministry of Mobilisation, Transformation and Implementation, in collaboration with the Ministry of Health, now invites eligible individual consultants (Consultant) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, sample of work engagement, etc.). The criteria for selecting the Consultant are:
- Educational Background:
- Master’s degree or higher in Public Health, Emergency Medicine, Health Systems Management, or a related field
- Experience:
- At least 10 years of experience in developing and implementing EMT/EMS programs, particularly in resource-limited settings
- Demonstrated experience in curriculum development, capacity building, and health system strengthening
- Demonstrated expertise in Emergency Medical Service system design and project management
- Experience working in developing countries, especially in the Caribbean or similar regions, is highly desirable
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
