As of 5 November 2025, the Minister for Citizenship, with recommendation from the Citizenship by Investment (CBI) Committee, has revoked Reef View Enterprises Ltd.’s status as a licensed Local Agent under the Grenada Citizenship by Investment Act, No. 15 of 2013, as amended.
In June 2025, using section 4(6) of the Citizenship by Investment Act, 2013 as its guidelines, the Investment Migration Agency (IMA), under the direction of the Citizenship by Investment Committee, suspended the license of local agent Reef View Enterprises Ltd. (RVE), following a 3-month investigation.
Headed by Colin Bishop, Reef View Enterprises Ltd. describes itself as “Grenada’s premier licensed CBI local agent providing bespoke immigration support to businesses and private clients.” It has served more than 3,000 people since 2020. The RVE website states that in addition to Grenada, it provides CBI-related services to regional territories with CBI programmes and Vanuatu and Turkey.
According to the 5 November circular, the Government of Grenada permanently revoked RVE’s status. “In accordance with Sections 4(6) and 4(7) of the Act, and pursuant to the authorisation granted by the Minister, the Investment Migration Agency (IMA) has implemented the revocation with immediate effect.” The release explained that the decision follows the IMA’s prior suspension notice, during which stakeholders were instructed to cease all engagements with Reef View Enterprises Ltd. pending the outcome of the investigation.
“Pursuant to Sections 4(6) and 4(7) of the Act, and in accordance with the Government of Grenada’s directive, the agency has now implemented the permanent revocation of Reef View Enterprises Ltd.’s Local Agent status. The company is therefore no longer authorised to operate, represent, or conduct any business under the Citizenship by Investment Programme of Grenada,” said the circular, published on the IMA website.
