It is with profound sadness and a deep sense of loss that I extend heartfelt condolences on behalf of the Government and people of Grenada, to the family, friends, and colleagues of the late Rupert Neckles, Commissioner of Prisons, who passed away on Tuesday, 5 August 2025, at the General Hospital.

Neckles was a dedicated public servant whose life was marked by discipline and integrity. Born on 12 April 1971 in the village of Tuilleries, St Andrew, he began his journey in the public service at the tender age of 17, enlisting on 1 November 1988. Over the course of 36 years, he rose through the ranks with distinction, serving with honour and purpose.

From his early days as a Junior Officer to his appointment as Commissioner of Prisons on 15 November 2021, Neckles exemplified the values of leadership, resilience, and service. His tenure was marked by a deep concern for the welfare of both staff and inmates, and a steadfast commitment to the improvement of the institution.

He was not only a leader but also a skilled tradesman, having served as the master baker at the prison bakery and contributing significantly to the daily operations of the facility. His patience, humility, and zero tolerance for indiscipline earned him the respect of his peers and subordinates alike.

Despite the challenges he faced, his dedication never wavered, and he continued to serve with dignity and grace until his final days.

The Ministry of National Security mourns the loss of a true patriot and public servant. We honour his legacy and the indelible mark he has left on the Prison Service.

May his soul rest in eternal peace, and may his loved ones find comfort and strength during this time of sorrow.
