Citing section 4(6) of the Citizenship by Investment Act, 2013, the Investment Migration Agency (IMA), under the direction of the Citizenship by Investment (CBI) Committee, has suspended the license of a local agent following a 3-month investigation.

That section states, “The Minister may revoke the license of any agent granted a licence pursuant to the provisions of this Act, if he reasonably believes that the agent’s performance does not meet the required standard, in particular if:

  1. the ability, resources, experience or integrity of the Agent has fallen below the standard that might reasonably be expected
  2. the fee specified in the Regulations remains unpaid for 14 days after it has become due; or
  3. the requirements of sub-section (3) have not been complied with”

Subsection (3) states: “An Agent shall maintain a registered office in Grenada and shall promptly inform the Committee of any changes in the location thereof.”

Accordidng to a news release published on the IMA website on 6 June: “The Investment Migration Agency (IMA), under the direction of the Citizenship by Investment Committee, hereby notifies all stakeholders that effective June 6, 2025, Reef View Enterprises Ltd has been suspended from operating as a Local Agent until further notice under the Grenada Citizenship by Investment (CBI) Programme.”

The release explained that the investigation began in March 2025. “This action was taken following the Committee’s review of serious breaches of the agent’s obligations, including the alleged misappropriation of investor funds and other conduct deemed detrimental to the integrity of the Programme.” The decision was made “in the interest of preserving the integrity, transparency, and proper administration of the CBI Programme.” The release disclosed that Reef View Enterprises (RVE) is no longer authorised to submit applications or represent clients under the programme. The LinkedIn page of RVE shows it has served over 3,000 clients since 2020.

The release, labelled as circular number 7, states that all active and pending applications previously handled by Reef View Enterprises Ltd are currently under review. “Going forward, the designated Marketing Agent for each file will be contacted directly regarding the next steps for file transition, investor communication, and continued processing under the Programme.”

The release assured that the IMA will continue working directly with associated marketing agents to ensure continuity of service and safeguard all legitimate applications.

“We urge all Marketing Agents, developers, and service providers to refrain from engaging with Reef View Enterprises Ltd. in any CBI-related matters effective immediately. For assistance with transitioning affected applications or clarifying Agency status, please contact us at [email protected].

The suspension was published days after another website, which is known for publishing news articles about corruption and financial crimes, published a piece claiming that the local agent was defrauding some CBI applicants and sending unsolicited emails to others. RVE websites stated that besides Grenada, it also provides CBI-related services to regional territories with CBI programmes, as well as Vanuatu and Turkey.

Headed by Colin Bishop, Reef View Enterprises describes itself as “Grenada’s premier licensed CBI local agent providing bespoke immigration support to businesses and private clients.” It is the second company to be suspended for 2025. The first was Singapore Heng Sheng (Grenada) Development Pte. Ltd.

    Displacing Grenadians should never be normalized.
