The Ministry of Climate Resilience, the Environment and Renewable Energy, in collaboration with the Caribbean Community Climate Change Centre (CCCCC), is hosting a 2-day capacity-building workshop on Emissions and Energy Modelling from 29 to 30 April 2025, at the Radisson Hotel, St George, Grenada.

This workshop is a key part of Grenada’s broader strategy to transition to a low-carbon development pathway and supports the development of a national Low-Emission Development Strategy and Action Plan (LED-SA). Technical delivery is being led by international experts from Climate Analytics, who bring deep expertise in climate and energy modelling.

The workshop is designed to build national technical capacity and inform evidence-based climate policy planning. Over the course of the 2 days, participants will:

  • Enhance their understanding of energy systems and decarbonisation strategies tailored to Grenada’s specific context
  • Receive hands-on training in the Low Emissions Analysis Platform (LEAP) — a globally recognised tool for modelling and projecting greenhouse gas emissions across energy and related sectors

Interactive sessions are organised as follows:

  • Day 1: Fundamentals of energy systems and an introduction to decarbonisation approaches, followed by an overview of LEAP modelling
  • Day 2: Continued training with guided, practical exercises using the LEAP platform

In her opening remarks, Permanent Secretary in the Ministry of Climate Resilience, the Environment and Renewable Energy Peron Johnson underscored the critical role of technical capacity in achieving Grenada’s climate ambitions. “Capacity building is not a box-ticking exercise — it is an investment in the people and systems that will shape Grenada’s climate future. This workshop is an important step in strengthening the technical foundation required to plan, monitor, and deliver meaningful climate action.” She also reaffirmed the ministry’s commitment to cross-sectoral engagement, adding: “To achieve our goals under the Paris Agreement, we must work together — across ministries, sectors, and institutions — to build a coherent, data-informed approach to low-emission development.”

Fran Fuller, Director of Climate Analytics, North America, echoed these sentiments during her address. “We are excited to be working alongside Grenada to build capacity in LEAP modelling, which is not just a tool but a strategic asset for any country looking to make informed, transparent decisions on its development pathway. Our goal is to ensure participants leave this training confident and capable of applying what they’ve learnt in real-world policy settings.”

Participants from a wide cross-section of government ministries, statutory bodies, academia, and civil society are actively engaging in the sessions, which are structured to be both technically rigorous and accessible. Attendees would be engaged in practical hands-on modelling exercises using the LEAP tool.

This initiative reflects the ministry’s ongoing commitment to building the institutional and analytical capacity needed to track progress under the Enhanced Transparency Framework (ETF) of the Paris Agreement and to implement Grenada’s Nationally Determined Contributions (NDCs) and other long-term low-emission objectives.
