The reported consideration by Donald Trump to impose sanctions on Caribbean nations like Jamaica, Barbados, and Trinidad over their closer ties with the African Investment Bank is a concerning development for the entire region.

This move, if implemented, could have far-reaching consequences for smaller Caribbean nations like Grenada that are also engaging with African financial institutions and businesses.

In fact, Trump’s previous actions towards Cuba, including re-imposing terrorism designations and sanctions, now suggest a potential pattern of aggressive policy towards Caribbean nations during his second term in office. This approach could significantly impact the economic strategies of these countries, which have been actively seeking to diversify their international partnerships, economies and investment sources.

For example, the African Development Bank and the Caribbean Development Bank have recently strengthened their cooperation, signing a memorandum of understanding to promote trade between Africa and the Caribbean. This collaboration aims to foster economic diversification and technological advancement in both regions. Similarly, the African Export-Import Bank (Afreximbank) has signed an agreement with the Caribbean Export Development Agency to increase trade and investment between Africa and the Caribbean.

For small nations like Grenada, engaging with African financial institutions and businesses such as the Dangote Group represents an opportunity for economic growth and diversification. These partnerships could provide much-needed investment, technological transfer, and market access. However, the threat of US sanctions could force these nations to reconsider their economic strategies.

The potential sanctions could have several negative effects on Grenada and similar small nations. For starters, US sanctions could limit access to US markets and financial systems, potentially crippling their economies. The threat of sanctions might force these nations to choose between US relations and African partnerships, potentially isolating them diplomatically. These actions together would create uncertainty in the region and trigger investment deterrence as international investors shy away from a US-created toxic economic climate, thus further limiting economic opportunities. Finally, I believe that any such sanctions could create divisions in Caricom, thus weakening the collective bargaining power of the region.

At the core of these sanction threats and saber rattling lies the fact that Africa as a whole is asserting itself on the world stage as members of the BRICS PLUS nations with South Africa in the lead. Resource-rich Nigeria, Niger and others have taken on an anti-imperialist stance. Donald Trump and his European allies have not forgiven South Africa for standing with the people of Palestine, and his belligerent stance reflects his neo-colonialist, great power chauvinist position. He’s not adjusted well to a growing multipolar world where US hegemony and global dominance is no longer the case.

For the Caribbean, this approach by Trump could be seen as an attempt to maintain US influence in what he considers “America’s backyard” and to counter growing Chinese and African influence in the region. This perspective fails to recognise the sovereignty of Caribbean nations and their right to pursue beneficial international partnerships.

So, while the reported sanctions are still speculative, their mere consideration highlights the precarious position of small Caribbean nations in the face of shifting global power dynamics. For countries like Grenada, navigating these challenges while pursuing economic growth and diversification will require careful diplomacy and regional solidarity.
