Invitation for Prequalification of Contractors

The Windward Islands Research and Education Foundation (WINDREF) has received financing from the Caribbean Biodiversity Fund (CBF) for the implementation of the Telescope’s Living Shoreline (TLS) Project and intends to apply a portion of the proceeds towards eligible payments for the construction of coastal protection Works under the Project.

WINDREF is the Implementing Agency for the Project and is responsible for the overall implementation of the Project. WINDREF is currently involved in a related consultancy Project focused on the design review and optimisation components of the Project, and therefore, it should be noted that the design is not finalised. However, the overriding focus of the Project is the implementation of shoreline stabilisation measures in Telescope, on the shores of Little Bay, within the Grenville Bay Area (GBA), and therefore WINDREF intends to prequalify contractors for the construction phase of TLS Project. Although not final, it can be stated that the Works, which will impact approximately 550m of shoreline, will include, but not necessarily be limited to:

  • construction activity in the coastal and marine environment
  • construction of armour stone structures, including offshore structures
  • excavation works to include toe stone placement
  • backfilling within the coastal zone
  • creation of and subsequent “no damage” removal of temporary access roads and stockpile areas
  • stockpiling and quality control of material, including boulders, blocks, sediment, etc.

It is expected that Invitations for Bids will be issued in July 2026.

Prequalification will be conducted through the prequalification procedures specified in the Public Procurement and Disposal of Public Property Act (2014) and Regulations (2015) of the Laws and Regulations of Grenada and is open to all Bidders, whether applying individually or in the form of a Joint Venture.  Regional firms are encouraged to partner with international grey-infrastructure or green-infrastructure specialists.

Pre-qualification requirements will include the following:

  1. Joint Ventures (JV): JVs are highly encouraged to blend local marine construction capacity with specialised ecosystem restoration expertise. For JVs, the Lead Partner must satisfy at least 50% of the financial and experience criteria, and the JV collective must meet 100%
  2. a minimum average annual turnover (defined as billing for Works in progress and completed) calculated over the best 5 of the last 7 years of EC$5.4 million (US$2.0 million)
  3. demonstrable cash flow (including access to credit) of at least EC$1.1 million (US$400,000)
  4. experience as prime contractor in the construction of at least 2 Contracts of a similar nature within the coastal and marine environment comparable to the proposed project activity within the last 7 years, each of a value of at least EC$3.6 million (US$1.3 million) (to comply with this requirement, Works quoted should be at least 80% complete). Preference will be given to Bidders (or the JV collective) who can demonstrate that at least one of these projects integrated Nature-Based Solutions (NbS), such as mangrove rehabilitation, vegetation-based dune stabilisation, or eco-engineered marine structures
  5. provision of documentary evidence to demonstrate compliance with other specific requirements: Reference Letters (minimum of 2) from clients for similar Contracts that were successfully or substantially completed in the capacity of prime contractor, joint venture member, or subcontractor
  6. Environmental & Social (E&S) past performance: Bidders must submit a signed declaration confirming a clean litigation and environmental compliance history over the last 5 years, i.e. that they have had no major environmental or social breaches, regulatory fines, or project suspensions due to E&S non-compliance within the last 5 years; and
  7. E&S staffing capability: Bidders (or the JV collective) must provide CV evidence of a designated HSE/Safeguards Officer with experience executing Environmental Management Plans in sensitive marine environments (such as turbidity/siltation control and marine habitat protection) on previous coastal or marine infrastructure projects

Prequalification submissions must be in English and must be submitted by 2 pm on 20 July 2026, Grenada time, by electronic mail only (PDF format with a maximum file size of 30MB) to the email address indicated below.

The “Subject” field of the email containing the application must read: “[insert Company Name or Abbreviation] — TLS Prequalification Documents”.  The submission will be deemed to have been received at the time that it is received by WINDREF.  The burden of proving receipt of the email will be on the Bidder and will not be met solely by a read receipt or sent items report generated by the Bidder’s computer.

WINDREF reserves the right to accept or reject late applications or to cancel the prequalification process. WINDREF will not be bound to assign any reason for not pre-qualifying any Bidder and will not defray costs incurred by Bidders in the preparation and submission of the pre-qualification documents.
