The Public Utilities Regulatory Commission (PURC) was established by the PURC Act No. 20 of 2016. The Act speaks generally to public utilities but hitherto only the electricity sector has come under the purview of the PURC. PURC’s objectives include building a strong and sustainable regulatory regime that supports the economic development of Grenada, Carriacou, and Petite Martinique and protecting consumers’ interests.

The Commission is seeking a highly skilled individual to join our multidisciplinary team of technical and professional staff, involved in undertaking complex and demanding activities required to satisfy its role as regulator of the electricity sector, and in fulfilment of its mandate.

Functional Relationships: Regulatory Engineer, will be responsible for project management, ensuring regulatory compliance by key stakeholders, monitoring performance against standards, and related studies to support the Commission in the fulfilment of its duties.

Experience: Minimum of 3 years of project management and engineering experience in a position involving activities related to electricity, water or other similar industries. Experience in renewable energy engineering, project management and public utilities will be considered an asset.

Qualifications: Applicants must possess a bachelor’s degree in Engineering (although candidates with an alternative qualification but exceptional experience would also be considered). A master’s degree and/or training in utility regulation would be considered an asset.

Responsibilities

  1. Collaborate with industry experts to ensure standards reflect best practices and technological innovation
  2. Develop systems and procedures within the commission to enforce the standard with respect to quality, continuity and reliability of service by licencees and permit holders
  3. Plan, implement, manage, and report on regulatory-related projects, ensuring timelines, budgets, and objectives are met
  4. Provide engineering assessments for projects related to electricity grid upgrades, renewable integration, or infrastructure development
  5. Examine permits, licences, regulations, and other legislative instruments for regulatory compliance
  6. Develop strategies, programmes, and initiatives to increase renewable energy penetration in line with national goals and directives
  7. Advise on standards for renewable energy installations, equipment, and designs
  8. Analyse and report on electricity consumption, generation, and distribution data to support regulatory decisions
  9. Gathering and processing of relevant data/statistics/information for the commission as may be necessary for the roles and functions of the commission to support the conclusions, recommendations and decisions of the commission
  10. Provide input to the Manager of Regulatory Technical and Economic Affairs on consumer complaint matters pertaining to engineering and tariff aspect of utility
  11. Support the commission in preparing approach papers, position papers, responses to policies that may serve towards formulating advice to the Minister on behalf of the commission
  12. Provide inputs to recommendations made to the commission on approvals for power purchase agreements between Independent Power Producers and utilities
  13. Review sustainability and expansion plans submitted by the utilities including the outputs from load studies, demand forecasts as required for utilities’ system and financial planning and provide necessary inputs to the commission
  14. Participating in all work-related activities of the commission
  15. Perform other related functions that may be assigned from time to time
