REQUEST FOR EXPRESSION OF INTEREST
Consultancy for conducting a Triangular Audit:
GNTA Organisational Audit, National Skills Audit, and Regional Benchmarking of the Grenada National Training Agency
1.0 BACKGROUND
The Grenada National Training Agency (GNTA) was established by the Grenada Council for Technical and Vocational Education and Training (GCTVET) Act #9 of 2009 with a mandate to oversee the development and implementation of a National Technical and Vocational Education and Training (TVET) system that will cater to national workforce development needs and contribute to increasing Grenada’s economic competitiveness. The GCTVET has responsibility for providing guidance and supervision to the GNTA and advice to the Minister for Education on matters pertaining to TVET.
The GNTA now invites eligible individual consultants or consulting firms to submit expressions interest in providing the required services. Information provided should demonstrate that the consultant/firm has the required qualifications and relevant experience to perform the services. The following items should be submitted.
- A cover letter expressing interest in conducting the audit
- A Curriculum Vitae of the applicant
2.0 PURPOSE OF THE AUDIT
The main objectives of the assignment are three-fold:
Level 1: Organisational audit at the local level to evaluate the GNTA’s resource capacity and make recommendations for its repositioning to adequately respond to the mandate of the 2023 national TVET policy as well as NSDP 2020–2035 and Vision 75.
Level 2: Regional benchmarking: benchmarking of the GNTA with other CVQ-granting NTAs in the region taking into consideration political, social, demographic, legal, and other relevant contexts.
Level 3: a national skills audit to ascertain Grenada’s skills gaps and future projections of the labour market.
3.0 QUALIFICATIONS AND EXPERIENCE
The consultant/firm must have the following or equivalent qualifications and experience:
- Experience in working in the field of TVET and/or workforce development in the Caribbean
- Strong evidence of qualitative and quantitative research
- Experience in conducting organisational surveys
- Knowledge of the use of ICT in the education and training sector
4.0 SUBMISSION OF EXPRESSIONS OF INTEREST
Expressions of Interest must be submitted in English, emailed to [email protected] and one (1) printed copy sent to the address of the GNTA listed below no later than 24 January 2025 at 4 pm. The email subject line should state “Expression of Interest — National Training Agency Audit” and the email body must state the name and address of the applicant. The printed copy should be submitted in a sealed envelope marked “Expression of Interest — National Training Agency Audit”. The envelope must also contain the name and address of the applicant.
The GNTA reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not shortlisting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
5.0 SELECTION METHOD
The selection method shall be Quality and Cost Based Selection (QCBS). Therefore, following the assessment of submissions, a short list of not less than 3 and not more than 6 applicants will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignment.
