Assignment Title: Environmental and Social (E&S) Specialist

The Government of Grenada has received financing from the World Bank toward the cost of the Organisation of the Eastern Caribbean States (OECS) Data for Decision Making Project and intends to apply part of the proceeds for consulting services.
The consulting services (the Services) include the engagement of an Environmental and Social (E&S) Specialist to support the Project Implementation Unit (PIU) in effectively implementing the Environmental and Social Standards (ESS) of the World Bank Environmental and Social Framework (ESF) for the OECS DDM Project. The Specialist will ensure that environmental and social risks are managed in compliance with the ESF, providing technical expertise on Environmental, Social, Health, and Safety (ESHS) matters, monitoring project activities, and contributing to the implementation of project-related social inclusion and stakeholder engagement processes. The contract is expected to start in December 2024 and continue until November 2026, with the possibility of renewal based on performance.

The Ministry of Economic Development, Planning, Agriculture and Lands, Forestry, Marine Resources, and Cooperatives (MoEDP) now invites eligible individuals (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
Required Qualifications and Experience:
- Bachelor’s degree in Environmental or Social Sciences, such as Sociology, Cultural Anthropology, Pollution Management, Environmental Policy, or a related field
- A minimum of 2 years of experience working on Environmental and Social (E&S) aspects in developmental projects
- Experience with World Bank and/or other donor-funded projects is highly desirable
- Strong knowledge of the World Bank’s Environmental and Social Framework (ESF) and Environmental and Social Standards (ESS), or equivalent policies with other organisations
- Experience working in the Caribbean region, particularly Grenada, St Lucia, or St Vincent and the Grenadines, is preferable
- Demonstrated experience with project management and compliance monitoring related to environmental and social risks
Language Skills:
- High proficiency in spoken and written English
