In a significant step toward enhancing policy effectiveness and fostering resilient governance, the Government of Grenada proudly announces the launch of the High-Level Policy Formulation and Implementation Capacity Development programme for key government officials, including Cabinet Ministers, senior managers, and public servants.
This capacity-building programme, facilitated by the Centre for Professional Development and Lifelong Learning at The University of the West Indies (The UWI), Cave Hill, is funded by the United States Agency for International Development (USAID) and implemented through UNDP’s CARISECURE 2.0 initiative.
It aims to equip Grenada’s top government officials with enhanced skills and knowledge, critical to formulating and implementing evidence-based policies that can address contemporary challenges and drive sustainable development in the country. The initiative underscores the government’s commitment to modernise governance practices, improve decision-making frameworks, and strengthen public administration’s responsiveness to complex, evolving issues.
Objectives and Focus Areas
The programme offers a comprehensive curriculum designed to:
- Enhance understanding of policy formulation methodologies and implementation strategies
- Foster data-driven decision-making and strategic planning
- Strengthen capacities to align national policies with global standards and Sustainable Development Goals (SDGs)
- Promote interdepartmental collaboration and innovation in public service delivery
The launch featured remarks from distinguished speakers, including:
- Carvel Lett, Acting Secretary to the Cabinet, welcomed participants and emphasised the importance of effective policymaking
- Stephanie Ziebell, Deputy Resident Representative of UNDP Barbados and Eastern Caribbean, highlighted the collaborative efforts between local and international partners to strengthen public governance
- Dr Dion Greenidge, Executive Director and CEO of The Sagicor Cave Hill School of Business and Management, shared insights on the critical role of education in empowering public servants
- Dickon Mitchell, Prime Minister of Grenada, officially launched the initiative, underscoring the government’s commitment to building capacity within its ranks to better serve the public
- Dr Dalano Desouza, Course Facilitator, provided an overview of the programme and its objectives
The event concluded with closing remarks from David Hopkin, Policy Development Officer, who encouraged participants to actively engage with, and apply the knowledge and skills that will be gained, and to foster a culture of collaboration in policymaking.
“This initiative marks a significant step towards enhancing our public service capabilities,” said Prime Minister Mitchell. “By investing in the development of our leaders, we are ensuring that our policies are informed, effective, and responsive to the needs of our citizens.”
