  • Dwight Horsford and Dr Myanna Charles are new Opposition senators
  • New senators will take oath of office on 4 October
  • Ceremonial State Opening of 3rd Session of 11th Parliament is Friday, 4 October

2 new opposition senators who received their Instrument of Appointment on 25 September from the Head of State will be taking the oath of office when Parliament reopens on 4 October 2024.

Dwight Horsford and Dr Myanna Charles received their appointment credentials from Governor-General Dame Cécile La Grenade in a ceremony at the Office of the Governor-General on 25 September, because earlier in the month, Katisha Douglas and Neilon Franklyn who represented the Opposition Leader in the Senate resigned after serving for 2 years and 3 months.

Grenada’s Constitution provides for the Opposition Leader to nominate 3 people to the 13-member Upper House. Horsford, who is the immediate former Attorney General for Anguilla, previously served in the Senate from 2008 to 2013.

Horsford who is also a former solicitor general in the Attorney General’s Chambers said that he is looking forward to engaging in robust debate in session of the Upper House. “My contribution will be to focus on constructive debate by scrutinising the bills that will be approved in the Lower House of Parliament,” Horsford said.

This is Dr Charles’ first experience as a legislative member. Previously, she worked as a medical doctor in the public healthcare system and currently lectures at St George’s University (SGU).

The ceremonial opening of Parliament marks the start of a parliamentary year, and this will be the 3rd session of the 11th Parliament. The 2nd session of the 11th Parliament was ceremonially opened on 26 September 2023, and officially prorogued on 23 September 2024.

The main item on the agenda for the ceremonial opening will be the Throne Speech from the Governor-General which outlines Government’s legislative plans and policies for the upcoming year.

A notice from Parliament on 25 September stated: “This serves to advise that Her Excellency the Governor-General, H E Dame Cécile La Grenade, GCMG, OBE, PhD by a Proclamation dated 24 September 2024, has scheduled the Ceremonial State Opening of the Third Session of the Eleventh Parliament of Grenada for Friday, 4 October 2024 at ten o’clock in the forenoon at the Parliament Chamber, Mt Wheldale, St George’s.”
