The Dickon Mitchell Administration has approved a company whose mailing address is in Moscow, Russia, to become Grenada’s latest international Citizenship by Investment (CBI) marketing agent.
“Notice is hereby given that pursuant to Section 13 of the Grenada Citizenship by Investment Act, 2013, Global Citi-Zen LLC, 42 Frunzenshkaya Naberezhnaya, Apt. 27, Moscow, Russia, has been granted the licence of a Marketing Agent, and is therefore authorised to conduct business in the State of Grenada, pursuant to the terms and conditions specified in the said Grenada Citizenship by Investment Act, 2013,” said a notice published in the 3 March 2023 edition of the Government Gazette.
The agent’s licence number is GCBI-MA-078 and is dated 20 February 2023. Section 13 of the CBI law states that “A person or body who– (a) wishes to promote, market or disseminate information locally or overseas; and (b) intends to identify suitable applicants for citizenship by investment or permanent residence by investment for submission through a Local Agent to the Committee regarding any aspect of an investment under sections 10 to 11, shall make an application to the Committee using the prescribed forms, for a marketing license.”
There are dozens of international marketing agents listed on the Grenada CBI website.
Internet research has shown that Global Citi-Zen LLC is a worldwide service in Citizenship and Residence by Investments programmes and Real Estate Investment, providing its services in over 70 countries around the globe. “Our mission is to open the world for our customers and give them the opportunity to independently choose a country for life and work, saving the capital. Global Citi-Zen is more than a brand name — it’s a new lifestyle.” The website provided 2 explanations for why its clients apply for second citizenship: moving to the country of registration of immigration status independently or with family and ensuring a secure future. “This option does not imply immediate immigration abroad, but opens up such an opportunity, if necessary,” the website said.
Russia is one of the 5 countries where most of the applications for CBI approval are submitted. The other countries are China, India, Nigeria, and South Africa. At the start of the Ukraine-Russia war, Grenada suspended CBI applications from Russia and Belarus but resumed within 6 weeks.
Grenada earned over EC$120 million through the programme in 2022. A total of 1,486 people became new citizens.

Very true. We have seen it in Offshore banking and Insurance. Now, selling Passports. There many other industries yet to be exploited. The leaders are followers and lacks vision.
Sandy your comment is so ignorant. It was the same NNP that started the program in 2013. So you expect that the new administration is to be blamed for the continuance of accepting Russians when it was actually kept open to benefit certain key individuals in the old guard. Please do some research and allow the new government to clean up the mess. The announcement today regarding the unilateral decision to not accept Russians in any of the Caribbean states offering economic citizenship is a step in the right direction.

While many countries do not do business with Russia; Grenada does continue to peddle its CBI Program to Russians. In fact, it just aligned itself with a local Marketing Agent in Moscow.
We are hoping the recently elected government does in fact start to clean up all of the old mess – as you do mention. Dickon Mitchell’s Law Firm has all along continued to sell Grenadian Passports via CBI Program prior to him being elected and his Firm continues to do so yet. Many hands are in them cookie jars, thus the old habits are hard to break. It is just the old guard, as you say.
Doing business with Russia is what got the Grenadian CBI Passport now being sanctioned with having No instant Visa Issue under US E-2 Program.

Dickon has repealed more laws than he enacted. Why are loop holes still open. It does not take 9 months to pass laws.

NDC said all the right things but did not have plan. Transformational agenda is all it is, buzz word.
