The licenses of 2 local agents who are lawyers by profession and 5 companies authorised as marketing agents for the Citizenship by Investment (CBI) programme have been revoked by Prime Minister Dickon Mitchell, who is responsible for citizenship.
Section 6 of the Citizenship by Investment Act states, “The Minister may revoke the licence of any agent granted a licence pursuant to the provisions of this Act, if he reasonably believes that the agent’s performance does not meet the required standard.” This includes if the ability, resources, experience or integrity of the agent has fallen below the standard that might reasonably be expected; the fee specified in the regulations remains unpaid for 14 days after it has become due. Before revoking any licence under subsection, the minister shall give the agent concerned notice in writing, served at the registered office or other local address, explaining the intention to revoke the license, which has an annual fee of US$5,000.
The local agents are Winnifred Duncan Phillip and Avril Anande-Trotman Joseph, while the companies are Spiceland Trading, GNDC Advisors Limited, Global Citizenship Advisory Services, DCS (Grenada) Corp and Efficient Solutions Limited.
All of the notices were published in the 29 August 2025 edition of the Government Gazette but they are dated 17 February 2025. One of the local agents explained that it was a personal decision to discontinue as a local agent and made an application to have the license revoked by the minister. It was explained that the entire process to revoke the license took approximately 12 months.
Apart from Global Citizenship Advisory Services, which is located at 333 Waterfront Drive, Geneva Place, 2nd Floor, Road Town, Tortola, British Virgin Islands, all the other companies are local, according to the notice.
Launched in 2014, the CBI programme was recently rebranded as the Investment Migration Agency (IMA). In the last 3 years, it has become a major revenue earner for the government. The programme allowed for qualified individuals to become citizens of Grenada by paying a specific amount to the state.
There are currently more than 12,000 CBI citizens from various nations in Africa, the USA and the Middle East.
This program must be cancelled and citizenship granted revoked.
