Request for Bids Small Works: One-Envelope Bidding Process

The Government of Grenada has received financing from the World Bank toward the cost of the OECS Regional Health Project, and intends to apply part of the proceeds toward payments under the contract for Upgrade works at St David’s Health Centre.

The Ministry of Mobilisation, Implementation and Transformation in collaboration with the Ministry of Health, Wellness and Religious Affairs now invites sealed Bids from eligible Bidders for Upgrade works at St David’s Health Centre to improve its functionality, structural soundness and make the facilities greener.

The works include comprehensive architectural, structural, electrical, and mechanical upgrades, namely:

  • demolition of the existing building and full removal of external structures, along with repairs to structural elements
  • interior improvements featuring new wall, floor, and ceiling finishes, hurricane impact-resistant windows, new doors, and anti-microbial laminated cabinetry
  • installation or improvement of potable water and wastewater systems
  • electrical wiring, control systems, and power connections necessary
  • supply and installation of an emergency supply power (e.g. diesel generator)
  • improvement of HVAC systems using high-efficiency units
  • replacement of sanitary fixtures with water-efficient, hospital-rated fixtures

The health centre is located in Belle Vue of the parish of St David on the south-eastern side of the island.  The rehabilitation works are expected to be completed within 8 months.

Applicants are expected to meet the following, among others, key qualification requirements:

  1. Experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last 5 years, starting 1 January 2020
  2. At least 2 similar contracts of minimum value of EC$1,200,000 each or one contract of minimum value of EC$2,400,000 that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or sub-contractor between 1 January 2016 and bid submission deadline
  3. Access to, or availability of, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as EC$800,000 for the subject contract net of the Bidder’s other commitments
  4. Minimum average annual construction turnover of EC$2,000,000 calculated as total certified payments received for contracts in progress and/or completed for the best 3 years within the last 5 years, divided by 3 years
  5. For the above and any other contracts (substantially completed and under implementation) as prime contractor, joint venture member, or sub-contractor between 1 January 2016 and bid submission deadline, a minimum construction experience in the following key activities successfully completed for retrofitting of health, education and social centres and hotels of similar size in any 12 months within the specified period:
    1. demolition and reconfiguration of internal and external walls
    2. HVAC improvement
    3. rewiring of electrical systems and installation of energy-efficient luminaires
    4. installation of diesel generators of at least 30 kW
    5. replacement of sanitary fixtures and commercial distribution
    6. replacement of wastewater plumbing and treatment systems
    7. replacement of roofing (frame, roof sheeting, insulation, guttering, installation of hurricane straps)
    8. renovation works/installation of UPVC seamless vinyl
    9. installation of solar systems (photovoltaic and water heating)
    10. Activities (ii)–(ix) may be met through specialised sub-contractors
  6. experience in managing ES risks and impacts in the following aspects for contracts (substantially completed and under implementation) as prime contractor, joint venture member, or Subcontractor between 1 January 2016 and bid submission deadline:
    1. traffic management
    2. occupational health and safety
    3. waste management

Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”) and is open to all Bidders as defined in the Procurement Regulations. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

Bids must be submitted electronically only through the e-procurement portal https://inco.uk/ on or before 5 September 2025, no later than 2 pm. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend. This opening will be done via Microsoft Teams. The link will be published on the E-Procurement Portal. The opening shall be on 5 September 2025 at 2:30 pm. All Bids must be accompanied by a Bid-Securing Declaration.
