Grenada Hospitals Authority (GHA) Statutorisation Transition Team
Request for Proposal (RFP): Transition Team

Introduction

The Hospital Statutorisation Transition Team is seeking proposals from qualified communication specialists (individual or company) to provide professional services in guiding communication efforts throughout the hospital’s statutorisation transition process. This transition will represent a significant milestone in the hospital’s governance structure, necessitating clear, effective, and strategic communication to ensure all stakeholders are informed and engaged.

Background

The Government of Grenada has taken a policy decision to implement the provisions of the Grenada Hospitals Authority Act Cap 130A of the Revised Laws of Grenada 2010 thereby transitioning the operations of the existing hospitals (General Hospital, Princess Alice Hospital, Princess Royal Hospital, and Hospital Laundry) within the Ministry of Health to the Grenada Hospitals Authority (GHA).

The Government has appointed a Statutorisation Transition Team (STT) with a mandate to oversee and implement the statutorisation process to ensure a seamless transition to the Grenada Hospitals Authority (GHA) within the next 12 months.

Among the key deliverables of the STT is a public communication strategy. Stakeholders’ engagement and effective communication with the populace will therefore be a critical element in ensuring a smooth transition.

The transition process will involve multiple stakeholders, including employees, users and patients, local communities, government agencies, trade unions and partner organisations. Effective communication will play a pivotal role in ensuring transparency, fostering trust, and mitigating uncertainties during the transition process. Therefore, as part of its stakeholder engagement and communication strategy, the STT proposes:

Stakeholder Analysis: Work with the hospital services management team, Ministry of Health officials and other relevant bodies to identify key stakeholders, including government bodies, donors, communities, and private sector entities.

Stakeholder Engagement and Communication Plan: Develop and implement a communication and engagement strategy tailored to relevant stakeholders.

Public Awareness Campaigns: Develop and implement public awareness campaigns that clearly communicate the benefits and implications of the establishment of the Grenada Hospitals Authority and outlines the transition process for the delivery of hospital services to all stakeholders.

Social Media Marketing: Leverage the power of social media to inform, engage, and build support for the statutorisation of hospital services, the transition process and ultimately contributing to improved hospital healthcare outcomes and a stronger hospital healthcare system.

Purpose of the Request for Proposal (RFP)

The purpose of this Request for Proposal (RFP) is to select a Communication Specialist (individual or company) who can:

  • Strategically advise the Statutorisation Transition Team on its stakeholder engagement and communication strategy and plan
  • Develop and implement a comprehensive communication strategy tailored to the hospital’s statutorisation transition process
  • Facilitate dialogue among stakeholders to address concerns and queries
  • Provide communication and public relations support to the Transition

Scope of Work

The selected Communication Specialist (individual or company) will, within timelines established by the STT, be responsible for:

  • Advisory Services: Providing advice to the Statutorisation Transition Team on effective communication and stakeholder engagement strategies to employ during the transition process
  • Communication Strategy Development: Crafting a strategic communication plan that outlines objectives, key messages, channels, audiences, and timelines
  • Stakeholder Engagement: Designing and facilitating engagement sessions with the various stakeholders to ensure their concerns and priorities are addressed proactively
  • Content Creation: Drafting press releases, brochures, FAQs, social media content, and newsletters that convey the Statutorisation Transition Team and hospitals’ management vision and progress during the transition
  • Media Relations: Building relationships with local media to ensure accurate representation of the hospital’s transition process in public
  • Crisis Communication: Preparing contingency plans to manage and mitigate any crises or misinformation that may arise during the transition
  • Monitoring and Reporting: Tracking the effectiveness of communication efforts and providing regular reports to the Transition Team

Eligibility Criteria

Interested applicants (individual or company) must:

  • Possess an advanced university degree in communications, journalism, marketing, international relations, or health/public health. Training or Courses in communication techniques, graphic design, or social media and risk communication will be an asset
  • Have a minimum of 5 years of experience in professional communication roles, preferably within the healthcare sector
  • Demonstrate expertise in strategic communication planning and possess excellent writing and verbal communication skills
  • Be skilled in stakeholder engagement and conflict resolution
  • Provide examples of previous work relevant to organisational transitions or similar projects
  • In case of a company, provide proof of registration.

Proposal Requirements

Applicants are required to submit the following:

  • Cover Letter: A brief introduction outlining the applicant’s qualifications and interest in providing the services of a Communication Specialist
  • Detailed Proposal: Including methodology, timelines, deliverables, and cost estimates
  • Resume or Portfolio: Highlighting previous work and accomplishments
  • References: Contact information for at least 2 professional references

Evaluation Criteria

Proposals will be evaluated based on:

  • The applicant’s experience and expertise
  • The quality and feasibility of the proposed communication strategy
  • Cost-effectiveness of the proposal
  • References and testimonials from previous clients
