As of 1 April 2025, the marketing agents of Grenada’s Citizenship by Investment (CBI) programme will receive a standard commission of US$30,000 per approved application under a new commission structure, instead of the varied rates set by Government in 2021.
In March 2021, the former New National Party (NNP) administration announced a new commission structure for CBI applications through the National Transformation Fund (NTF) process. The NTF provides for an application to deposit a certain amount of money into the fund instead of investing in a real estate project.
It provided for the dozens of agents to receive a commission of US$25,000 for every approved application for the first 60 applications; US$30,000 for between 61 and 80 applications and US$35,000 for anything above 81.
However, according to a circular published on the Investment Migration Agency (IMA) website and dated 26 March 2025, marketing agents will now receive a flat commission of US$30,000 per application, whether it’s one approved application or 100 applications.
“This change is part of a strategic initiative to introduce a new, more efficient structure,” said the circular, which explained that the new commission structure as of 1 April is payable to marketing agents submitting applications under the National Transformation Fund or Section 10 of the Citizenship by Investment Act and will be US$30,000.
The circular stated that to ensure accurate performance tracking, the application count will be reset annually on 1 January, aligning performance tracking with the calendar year. “The commission structure will undergo an annual review and may be revised as necessary based on performance or market conditions,” said the circular, which is signed by Thomas Anthony, IMA Chief Executive Officer. “These updates aim to streamline the commission process and reward performance in a more structured and efficient manner,” said circular 04 of 2025.
Grenada launched its CBI programme in 2014, and during the first decade, over 15,000 people from various nationalities have been approved as citizens. Data from the Ministry of Finance and the Investment Migration Agency shows that over half of that amount was approved within the last 28 months. Government revenue from the CBI-approved applications surpassed EC$500 million during 2024.
Government has announced that it anticipates reduced income from the CBI programme for 2025.
This program must be cancelled and all citizenship granted revoked.
