Three months after a member of the Citizenship by Investment (CBI) Committee — which was reconstituted in July 2022 following the June 2022 general elections — resigned from her post, the replacement is yet to be published in the weekly Government Gazette.
The Gazette, the official publication of the Government, publishes government notices, appointments and other government related matters such as Acts of Parliament and Statutory Rules and Order of the Cabinet.
Richard Duncan, chairman of the CBI Committee, confirmed that Daisy Joseph-Andall resigned from her post on the committee on 28 May, and Francis Paul was her replacement. Joseph-Andall is a lawyer currently working out of St Kitts and Nevis.
A lawyer by profession, Paul was appointed by the Cabinet to serve as chairman of the Grenada Transport Commission for 3 years on 6 February 2023 and is the current president of the Grenada Bar Association.
The Citizenship by Investment September 2013 regulations instruct that “The Minister shall publish in the Gazette the names of the members of the Committee as first constituted and every change in the membership of the Committee thereafter.”
A review of all gazettes published since 28 May did not show the publication of the change to the committee whose members are responsible for processing all applications for any licence under the Act and all applications for Citizenship by Investment or Permanent Residence by Investment.
According to the CBI Act, the Committee shall be 7 in number, and the members shall be appointed by the minister for citizenship and comprise:
- the Chairperson of the Committee
- a member with training in law
- a member with training in financial matters
- a member with training in trade-related matters
- a member with training in Banking; and
- two other persons as deemed fit by the Minister
Though the legislation mandates that the committee comprise 7 people, besides Duncan and Paul, the other members of the Committee, as gazetted in the 22 July 2022 edition, are Deon Moses, who is the Deputy Chairman, Ronald Theodore, Wayne Sandiford PhD and Stephen Fletcher, PhD.
Since July 2022 the committee has been a 6-member grouping and not 7 as instructed in the legislation. Duncan said that since it was reconstituted in July 2022, the CBI Committee remains unchanged.
