The Government of Grenada is seeking an accomplished health sector executive to lead the Grenada Hospital System through a critical period of operational stabilisation, institutional strengthening, service modernisation, and national health system transformation.

This is a fixed-term executive appointment established to provide strategic and operational leadership across Grenada’s four public hospitals during a defined transition period. The appointment forms part of the Government’s wider health sector reform agenda and will support readiness for future governance arrangements, including possible operation under a statutory hospital authority, subject to Government approval.

The Ministry of Health is seeking a reform-oriented executive with the credibility, judgement, and resilience, and delivery focus required to lead in a complex public health environment while maintaining continuity of care, patient safety, workforce stability, and public confidence.

The Opportunity

This is a unique opportunity to contribute to national health system transformation in a dynamic Caribbean jurisdiction with ambitious reform priorities.

The Interim CEO will provide system-wide executive leadership across the public hospital system, strengthen executive management and accountability arrangements, and guide the organisation through a period of operational and institutional transition. The role requires a leader who can move confidently between strategy and execution, work effectively with clinical and non-clinical leaders, and bring discipline, pace, and coherence to complex institutional reform.

This appointment offers a rare opportunity to shape the future of Grenada’s public hospital system and make a lasting contribution to improved service delivery, patient care, and institutional performance.

The successful candidate will work closely with the Permanent Secretary, Ministry of Health, internal ministry delivery structures, hospital leadership teams, and external technical partners.

Key Responsibilities

The Interim CEO will be responsible for:

  • Providing executive leadership for the effective operation of the Grenada Hospital System
  • Stabilising and improving operational performance, service continuity, patient flow, staffing coordination, and responsiveness to operational risks
  • Strengthening governance, reporting, decision-making, accountability, and management follow-through across the hospital system
  • Leading organisational transformation, workforce reform, culture change, and change management
  • Providing executive oversight for clinical governance, patient safety, quality assurance, infection prevention and control, and compliance with applicable standards
  • Strengthening financial stewardship, budgeting, expenditure control, financial reporting, and management discipline
  • Improving coordination across hospital services and between hospitals, primary care, community services, referral services, and rehabilitative care
  • Supporting operational readiness for infrastructure modernisation, future service models, and transition to new governance arrangements
  • Maintaining stakeholder, staff, and public confidence through visible leadership, credible communication, and disciplined execution

The Ideal Candidate

The ministry is seeking a senior health executive who brings:

  • A proven record of delivering results in executive leadership roles within hospital administration, health system management, or a similarly complex healthcare environment
  • Demonstrated experience leading institutional reform, service modernisation, governance strengthening, or major organisational change
  • The ability to operate effectively in public sector, resource-constrained, regulated, or multi-stakeholder environments
  • Strong appreciation of clinical governance, patient safety, quality improvement, and operational performance
  • Demonstrated capability in workforce leadership, stakeholder engagement, financial stewardship, and executive accountability
  • High integrity, resilience, sound judgment, and a deep commitment to public service

Experience in the Caribbean, Small Island Developing States, public health systems, statutory health entities, board-governed institutions, or health sector transition programmes would be a distinct advantage.

Essential Requirements

Applicants should possess:

  • Advanced degree in a relevant field
  • At least 15 years’ progressively senior leadership experience in hospital administration, health system management, or a comparable healthcare environment
  • Proven experience leading organisational transformation or major institutional change
  • Demonstrated ability to lead through complexity, manage stakeholders, strengthen accountability, and deliver results in high-pressure institutional environments

Desirable Experience

The following would be considered an asset:

  • Experience in the Caribbean, small island states, developing country health systems, or similarly resource-constrained healthcare environments
  • Experience supporting statutory transition, board-governed entities, institutional restructuring, or public sector governance reform
  • Experience managing health system transformation linked to new infrastructure, new service models, or major hospital modernisation programmes
  • Experience working with Government, multilateral agencies, technical partners, professional groups, unions, or other complex stakeholder networks

Why Grenada?

Grenada offers the opportunity to lead meaningful health system transformation in a dynamic Caribbean setting. The role will appeal to senior executives who are motivated by public purpose, institutional reform, and the chance to make a lasting contribution to health service delivery, governance, and patient care.

This appointment is suitable for candidates from Grenada, the wider Caribbean region, the diaspora, and the international health leadership community who have the experience, cultural sensitivity, and reform capability required to lead in a high-impact public sector environment.

Terms of Appointment

This is a fixed-term executive appointment for an initial period of 2 years, with the possibility of extension subject to Government approval and the needs of the reform programme.

The role is based in Grenada and will require visible, on-site executive leadership across the public hospital system.

The Interim CEO will exercise executive authority within the scope delegated by the Ministry of Health and in accordance with applicable public service, administrative, and financial rules.

A competitive executive remuneration package will be negotiated commensurate with qualifications, experience, and the scope of the assignment.

All applications will be treated in confidence, subject to applicable laws and public sector recruitment requirements.

Application Process

Interested candidates are invited to submit:

  1. A cover letter outlining their suitability for the role, with specific reference to hospital leadership, organisational transformation, governance strengthening, and change management
  2. A detailed curriculum vitae; and
  3. Contact information for 3 professional referees, to be provided upon request or at the shortlisted stage
